Reno Evening Gazette Thursday, July 14, 1977-11 Gaming Control Board roundup Gaming Tv mm i Board backs Dunes fiscal officer proposal news Club closure rejected LAS VEGAS (AP) The State Gaming Commission has rejected an emergency order to close the Jackpot Casino here, commission Chairman Harry Reid said Wednesday. Reid said the casino operations are being watched closely and the option to order the doors closed still exists. Reid said the owners paid $31,000 in gaming taxes Tuesday. Checks written for the taxes in late June failed to clear two banks, and the Gaming Control Board last week petitioned the commission for an emergency order to close the casino after its owners had filed for financial reorganization with the federal Bankruptcy Court here. The Control Board sought the closure order after it was learned that suppliers were not being paid and employes were having difficulty cashing their paychecks.

Reid said the casino's cash flow is good, but poorly managed. Also recommended was a plan by James Ford to sell a half interest in Jim's Bar in Las Vegas to L.R.P., and a plan by Jerry Zimmerman to sell a half interest in Ronie-O's Cocktails in Las Vegas to William and Nancy Ruff. In applications for small slot machine operations, 13 Las Vegas area locations and eight Reno area sites were recommended. Las Vegas locations include Casino Car Wash, Bob Glassburn's Bait Tackle-Shop, The Cleaning Station, Commercial Deli, Cockatoo Club, Henderson Bowl, White Cross Drugs 2, Las Vegas Troubadour, Larry Bar, Hilda's Cafe and Living Room Lounge, Gable's Donuts, El Cholo Cafe and Airline Bar. Reno area locations include El Tavern Motel and Cafe, Office Bar, Pearl's Lounge, 7-11 Market 17377, Air Base Inn, Anthonv's Three Torches, Mount Rose Lounge, and Wood Duck Country House and Restaurant.

Robert Dufurrena, Claudia Murrah and Cleto Muguira were recommended as operators of Say When in McDermitt, and Alice Romero was recommended as games supervisor at the Saddle Club in Ely. Teresa and Milan Vuceta were recommended as owners of Cal's Food and Cocktails in North Las Vegas, while Lucky Stores, of Dublin, won a recommendation of suitability as parent firm for Lucky Stores in Nevada which nave slot machines. The board recommended approval of plans by John Campellone to sell a half interest in Saddle West Casino in Pahrump to Robert Huffman. Also recommended were plans by Ray Aiazzi to sell a half interest in the Owl Club in Yerington to Lawrence Masini. Teacher posts receive funding Students in the important primary school grades will get special attention In the Washoe County School District's 1977-78 budget. The final, $46.4 million budget, approved by the school board Tuesday night, includes funds for 28 new teaching positions to be assigned in kindergarten through third grade classes.

The school district found itself with enough money this year to add 30 new teaching positions to the county's teaching rosters. The remaining two slots will be filled by elementary school counselors. The addition of counselors was a victory of sorts for a state guidance counseling association, which twice this spring nad asked the school trustees to add more counselor-s to the elementary school ranks. Although the Nevada Personnel and Guidance Association lost its legislative bid (or similar consideration throughout Nevada, the two Washoe County counselors represent 40 per cent of their local request. More significantly, the 28 new primary grade teachers will be used to reduce class size in the county's more crowded elementary schools.

School trustee Virginia Palmer, a recently retired fourth grade teacher, made a strong stand Tuesday night for the added primary school teachers. She successfully argued that smaller classes in the early grades improve pupils' reading skills because their teachers have more time for individual instruction. She also said smaller classes will help teachers act as counselors themselves. Miss Palmer said she was faced as a teacher with fourth graders who had trouble reading because their previous classes were too large. She had vocal backing from several teachers during the meeting.

Even Reno High School principal Bill Howton who with other non-elementary school principals stood to lose out on the new teacher allocations agreed, saying high schools will benefit later by getting students who've had better reading instruction in their early years. The new teacher positions add up to about $325,000 in the school district's record budget amount. The budget originally was approved in April at about $41.3 million. But a generous increase in state funds to local school districts gave Washoe County $133 more for every pupil than last year about $5.1 million more total. the budget's major items are salaries and fringe benefits forlts teachers, classified workers and administrators.

All will receive a 12.2 per cent increase in combined salaries aijd medical coverage, retirement, unemployment compensation and other fringes. Last week, the last of the employe groups reached agreement with the school district on 1977-78 salaries. The district's classified employes agreed last Thursday to a similar 12.2 per cent pay and benefit package.
