Rawlings, 21, of Rte. 2, Brighton, was held in the Wood River Jail today on a charge of driving while Intoxicated, and his brother, Charles, 18, was held on a charge of resisting arrest. Ronny Rawlings was arrested after patrolmen spotted his car speeding in downtown Wood River, and charged him with driving while intoxicated after it was learned that he had been drinking.

Charles Rawlings, who told police he was born the same day as his brother, was riding with his brother, but had left on foot police locked the car. A few minutes later, Charles Rawlings appeared at the Wood River police station with money to free his brother from jail, but police said that since the man had been drinking, he would have to stay in jail a minimum of five hours. Charles Rawlings then became beligerent, and refused to leave the station, police said, so he, too, was placed under arrest, and lodged in jail. In other news a $500 mink stole was reported stolen from the car of Donna G.Trett, 12 Williams Trailer Court in Rosewood Heights, while the vehicle was parked behind the Grandstand Tavern, 26 E. Ferguson Ave.

Local taxes, including personal property and real estate taxes, totaled $344,945 in the Alton exchange area. Illinois Bell reached contract agreements with five labor unions covering 31,000 employes in 1971. The agreements the largest in the company's history provide for wage and benefit increases of about 31 per cent over a three-year period. Altogether, the agreements will increase company expenses by about $200 million over their three-year lives.

Continuing inflation, including the wage settlements, forced the company to ask the Illinois Commerce Commission in September for a $182 million general rate increase the second such request in the last 18 years. Public hearings on the request are currently being held. Illinois Bell introduced local "see-as-you-talk" Pic- turephone service 1n and around downtown Chicago in 1971, in addition to its December 1970 offering of internal Picturephone systems to all its Illinois customers. By the end of the year, nearly 50 customers were using more than 100 Pic- turephone sets. In 1971, Illinois Bell converted 4,200 of its public phones to "dail tone first," enabling users to get a dial tone and make emergency calls without first depositing a coin.

The company plans to have all of its 90,000 public phones converted to "dial tone first" by the end of 1979. The company also installed i additional electronic switching units bringing the company's total to 17 and began a 10-year program to phase out the traditional operator's cord switchboard with new electronic "traffic service position systems." Traffic service position systems allow callers to dial their own person-to-person, credit card, third number and collect calls. Illinois Bell made a major effort to pick up old telephone directories in 1971. By recycling the old directories, the company estimated it saved some 81,000 pulp trees. In 1971, the citizens of Alton had 320 more telephones than they had a year ago, giving them a total of 38,000 phones.
