Asbury Park PressSunday, June 4, 1 989 F5 lOBBIES A great deal on a great air conditioner. Stamp recalls '69 moon step If I the best iVf.W The Postal Service retained veteran illustrator Paul Calle to design a 10-cent airmail stamp in 1969 showing Astronaut Neil A. Armstrong taking his first step on the the moon that famous, "One small step for a man, one giant leap for mankind." Twenty years later, Calle's son, Christopher, was hired to design the $2.40 stamp that will mark the 20th anniversary of that July 20 event. It shows two astronauts, presumably Armstrong and former Brielle resident Edwin E. "Buzz" Aldrin placing a U.S.

It is the first stamp to be printed expressly for priority mail, which assures two-day service between all major cities and three-day service anywhere in the nation. Postal regulations prohibit depicting living persons on stamps.

For this reason the Postal Service never said the astronaut on Paul Calle's 1969 stamp design was Armstrong, and isn't saying the pair shown on the new stamp are Armstrong and Aldrin. You can't see facial features through the viewplates on the astronaut's flight suits. But who else could they be if not Armstrong and Aldrin? Astronaut Michael Collins, the third member of the Apollo 11 crew, never left the ship that carried the lunar module to the moon. Both designers say they relied on photos of astronauts practicing various maneuvers prior to the first moon landing. Presumably, one of the figures depicted on either of the stamps could be a janitor at the Houston Space Center.

But that's unlikely. The stamp is expected to be printed in red, blue and brown, as was the 1989 adhesive. But while that stamp was printed in what has come to be known as jumbo size, the $2.40 will be in the same size as the Express Mail and Migratory Bird Hunting and Conservation stamps. When he designed the Moon Landing stamp, the senior Calle had been associated with the National Aeronautics and Space Administration's fine arts program for some time. He captured on canvas scenes of the Mercury, Gemini and early Apollo space programs, and was with the three members of the Apollo 11 team on the morning of their historic flight.

His son hasn't been as close to the space program, but still has created an attractive design. It's unfortunate that few people other than stamp collectors will ever see it. That's because most piority mil items are franked with postage meter strips rather than actual stamps. Some details about the $2.40 stamp, including the colors being used, are still sketchy. But postal officials have set an Aug.

The committee was formed to select important events to be marked on stamps and to obtain attractive designs. Unfortunately, with a few notable exceptions, it has failed at both tasks. JOIN 2J) TODAY CALL Ever wonder what criteria the Citizens Stamp Advisory Committee uses in selecting artists to prepare stamp designs and in making the final selection from several possible sketches submitted by the designer? We'd certainly like to know why Connecticut artists are tapped so often, and why so many stamp designs are marred by billboard lettering. Hobbyists in the Washington, D.C, area will have a chance to find out Nov. 18 when the committee holds what may be its first public seminar as part of World Stamp Expo. session. "The Postal Service gets thousands of letters each month recommending topics for new stamps," said Belmont Faries, committee chairman. "Of course, there are a few wild proposals, like a pretzel stamp with beer-flavored glue or a scratch-and-sniff stamp to honor wild onions." This year, Britain's entry won easily over its closest competitor, the United States' Constitution commemorative silver dollar, for the annual design classic. However, the sponsors succumbed to the temptation of beauty pageant prose in announcing the award. Britain's gold bullion coin was described as featuring "the svelte, ultramodern version of the female personification of Britannia." Officially dubbed the "Britannia" by Her Majesty's government, the coin was also named "Best Gold Coin" and "Most Artistic Coin" of the year. If it is any consolation to U.S.
