Alfred Dreyfus was convicted on a charge of selling military secrets to Germany. Danny said he was awake during much of the ordeal, which seemed like hours. "I heard the shovels I heard them once more and I fell asleep." The rescuers shoveled through an area 60-by-3() feet before finding Danny. "It's a miracle," said his father.

"By all measures, he should have been dead. 'You can't justify how he would last for an hour and a half." It was the "prayers and efforts of everybody not giving up" that account for the miracle, he said. The rangers, guardsmen and paramedics formed search lines and used long shafts to probe the snow, Gulp said. On the first pass, they found nothing. But before the second pass, one rescuer "said a prayer before he started and then they found his shoe." Two other children were trapped but managed to keep their heads above the snow and were rescued.

Danny was saved by paramedics, U.S. Coast Guardsmen and National Park Service rangers who shoveled frantically through the snow. The boy remembered survival techniques taught by his father Ronald, a U.S. Ski Patrol member for more than 10 years in snowy northern Michigan. He was found semi-conscious with low body temperature but was released from the hospital Tuesday night.

"1 thought I was going to die so I tilted my head back and started to breathe," he said in a telephone interview. "I made a little hole to breathe out of." He said he tried to curl up in a ball, to keep warm and create a bigger air space, but could not move. His hands and feet were pinned behind him. TRAVERSE CITY, Mich. (AP) Buried beneath six feet of snow, Danny Gulp was forced to face the possibility that he might die not an easy thing for anyone to accept much less an 11-year-old boy.

"I started to scream I was really scared I was so scared I couldn't cry," recalled the Traverse City boy, who was buried lor two hours Tuesday when a cascading wall of snow fell on him while he was playing with friends. "1 prayed to God to tell my mom and dad I was sorry if I died. 1 just tried to think of things that were happy, but it wouldn't work." he said. "I started to sing to myself but that didn't work." Danny was sledding with a dozen other children and two adults at Sleeping Bear Dunes National La-keshore near the Lake Michigan town of Glen Haven when the huge wall of snow collapsed. Rusk said he did not share the alarm of Carson city and school officials who believe enactment of Question 6 would force substantial budget cuts and freezes or reductions in personnel and the level of service. "I have done a lot of homework as to what 6 will do to the cities and counties. With respect to Washoe County I have a memorandum from the county manager's office that I think describes the fact that they will survive very well," Rusk said, adding: "That will be definitely true over the next four to five years. However, after that, there's a lot of things that could happen that could make for a very tight situation as it relates to future revenues being made available to the local entities." He explained that there would be a "huge increase" in the assessed valuation during the early years of 6 because the entire county would be reassessed at one time in order to revert to the assessed valuation of 1975-76, rather than, as is currently the practice, of reassessing about 20 percent of the property every year.

He said the schools, most dependent of all local entities on property taxes, would be the biggest loser under 6, but "there is a dedication on the part of the State of Nevada. to make sure that the level of education in our state is at a high level. "So, one of the things I think will continue is there will be a transfer of funds from the state to make up for any shortfall at the school district level." Rusk indicated mixed feelings and a lack of information about Carson City Manager Don Hataway's suggestion that legislative approval be obtained in 1981 to allow Carson to gradually abolish property taxes and substitute a substantially increased sales tax. Rusk suggested such a proposal might go against the grain because legislators might be inclined to do away with the sales tax on food should that tax be reinstated as a result of passage of Question 6. In that context, Rusk said, increasing the sales tax "would be kind of a backward step." While the sales tax burden would be borne in part by tourists and other visitors to the state, Rusk said, it would fall disproportionately on the shoulders of the poor.

In all, he said, it's "an idea worthy of Laws are made by folks like me, but when it comes to cutting taxes, the Constitution is the only guarantee, Washoe Assemblyman Bob Rusk said Tuesday in urging passage of Question 6 this November. "What the Legislature giveth, the Legislature can taketh away," Rusk told members of the Carson Republican Women's Club in explaining that the tax reform measures adopted during the 1979 session could be scrapped by future lawmakers. By contrast, the reductions in the property tax contemplated under 6 would be fixed in the Constitution, said Rusk. The former Washoe County Commissioner drew applause when he opened his talk by saying "God bless Howard Jarvis for Proposition 13 in California and God bless Joe Mathews for Question 6 in Nevada." Puchin Jetliner safe after tires blow Four tires on a United Airlines DC-8 blew out during the plane's landing at Cannon International Airport Tuesday afternoon, but no injuries were reported, airline officials said. Spokesman Glen Putnam said the jetliner, flight 903 from Chicago, was stranded at the south end of the airport after the 12:29 p.m. incident. He said the 113 passengers were taken to the airport terminal by shuttle bus. The plane was moved from the runway to a maintenance area, Putnam said, and it could take up to two days to repair the landing gear depending on the extent of damage.

He said incidents of tires blowing out occur occasionally, but rarely four tires at once. "He (the pilot) had the brakes on pretty good. It's still being looked at to determine exactly what did happen," Putnam said. Annual Engi ineer's Day set The 65th annual Engineer's Day will be held at the University of Nevada-Reno on Friday from 9 a.m. to 2 p.m.

The day will include tours of Mackay School of Mines and the College of Engineering beginning every 45 minutes from the Mackay Mines Museum. Exhibits and demonstrations that day will illustrate a wide variety of engineering subjects including laser surveying, rock drilling, metals testing, and lab work with integrated circuit computers. The wind tunnel will also be fired up to demonstrate wind impact on a model of the space shuttle, a spokesperson said. McGuire was a member of the American Institution of Mining Engineers.
