But in most cases, they haven't de- manded ransom for their Ameri can hostages.

Peace talks between the government and the guerrillas broke off in 1992. Some observers believe the guerrillas are stockpiling Americans to force the government into reopening talks on their terms. When rebels took two Americans from a missionary school in central Colombia in January, they demanded that the government enter peace talks. The guerrillas also protested the presence of U.S. troops, who were on a training mission in western Colombia during which they helped build a school and a clinic.

Although the U.S. soldiers left Colombia "in February, the two captives Timothy Van Dyke of Towanda, and Steve Welsh of North Platte, Neb. remain missing. Susan Hargrove hasn't heard from her husband's captors, believed to be the Revolutionary Armed Forces of Colombia, largest rebel group. Hargrove, a 50-year-old native of Rotan, Texas, was kidnapped as he drove home from the International Center for Tropical Agriculture in Cali, where he worked as an agriculture scientist On two occasions, officials told Mrs.

Hargrove to pack her bags, that her husband was expected to be released within minutes. The tips proved false. Mrs. Hargrove's two children have left college in the United New Tribes Mission, an evangelical group based in Sanford, that works with Indian tribes, has seen five of its work ers, including Van Dyke and Welsh, disappear into the hands of Colombian rebels. Then the guerrillas marched their captives into the jungle. Guy Sier, a New Tribes official Bogota, hasn't heard from the guerrillas in almost a year. But he and his colleagues cling to the belief the men are alive.

"The reason we believe they are still alive is that we have heard no reliable rumors that they are not alive," Sier said. Investigators fear Rwandan killers will go unpunished By Paul Ames Associated Press BRUSSELS, Belgium In a dingy room on a quiet Brussels side street, Gasana Ndobe sifts through documents and tapes, interviews traumatized witnesses and tries to unmask Rwanda's mass murderers. Slowly, painstakingly, Ndobe gathers evidence he hopes will one day be used in court against Hutu extremists responsible for the genocide of the minority Tut-sis in his homeland. He has heard witnesses name a factory owner whose trucks carried death squads from massacre to massacre. Caught on tape is a radio broadcaster instructing the killers "not to forget the children." "Without justice, Rwanda will not be able to rebuild," Ndobe said during an interview in an office on loan from Belgium's Christian Peace Movement. "There will always be revenge and reprisals." Ndobe and other human rights workers fear that, with the passage of time, Rwanda's crimes will be forgotten and jjh killers will get away. "There will always be another disaster to grab the (world's) attention," said Lotte Leicht, Brussels director of the international monitoring agency Human Rights Watch. Security Council voted Tuesday to set up a court to prosecute the organizers of the massacres of more than 500,000 Rwandans earlier this year. But rights workers are frustrated by the sluggishness of international efforts to bring those responsible to book. Named for the German city where Nazi criminals were tried-after World War II, the Nuremberg Laws allow nations to judge people suspected of "crimes against humanity," no matter where the crimes took place. Ndobe's Committee for the Respect of Human Rights and Democracy in Rwanda, which was founded in 1990, is passing information to Belgian authorities in the hope that they will cute suspects Belgium. "These people are living here without any worries," said Marie-Anne Swartenbroekx, a Belgian lawyer who is among the 20 or so volunteers working with Ndobe's group in their spare time.
