The Dow Jones average of 30 industrials began the day up more than 3 points, then plunged more than 13 points at 1 p.m. But the Dow by 2 p.m. had recovered and was down only 2.93 at 918.50.

Declines led advances 878 to 415 on the Big Board. The White House announced the President would make a statement on the economy at 10 a.m. Wednesday after: a meeting with his economic advisers. The White House refused to speculate on what the President would say. Volume leader on the Big Board was Collins Aikman, down at followed by Fleetwood Enterprises, up at International Telephone, down at and American Telephone warrants, down at On the American Stock Exchange, Teleprompter was the volume leader, down at The New York Stock Exchange's broad average of some 1,500 common shares was down .04 at 56.69.

Nearly a foot of snow blanketed Wyoming and heavy warnings were posted for parts of Wyoming and Colorado.

Casper, was hit with 10 inches of snow. Three inches fell at Rawlins and two at Lander. Highways between the two cities were blocked by snow, and stockmen expressed fear that their already severely damaged herds may take another beating. Travel advisories were posted for the White Mountains of Arizona and parts of New Mexico, where snow of six inches or more was expected. Stockmen's advisories were issued for cold rain and snow into the Dakotas and central Plains.

Violent thunderstorms triggered seven tornadoes in northern Oklahoma and southern Kansas Monday night. Tornadoes were blamed for injuries to five persons at Jet, and there was heavy property damage at Medford, where a school roof was blown off, mobile homes overturned and several damaged. The flood-plagued Mississippi Valley was drenched again as heavy thunderstorms dumped up to three inches of rain in 45 minutes on northwestern Illinois. Flash-flood watches were posted for norhtern Illinois and southern Wisconsin. Large hail pounded parts of northern Illinois and piled up to a foot deep at Galva, where tractors were used to push it off the roadways late Monday.

A vigorous thunderstorm sent winds at 70 miles per hour through Ft. Leavenworth, Kan. Temperatures before dawn ranged from 26 at Laramie and Rawlins, to 77 at McAllen, Tex. Lindsay headed for Soviet Union, Jewish talks NEW YORK (AP) Mayor John V. Lindsay will leave Wednesday night for an official seven-day visit to the Soviet Union.

While in Moscow and Leningrad, Lindsay will discuss the issue of Soviet Jewry with Russian officials and private citizens, including members of the Jewish community, a City Hall spokesman said. The mayor will be accompanied by Seymour Graubard, national president of the AntiDefamation League of B'nai B'rith and Mrs. Collette Schulman, research associate at the Columbia University School of International Affairs. The mayor and Mrs. Lindsay will spend five days in Moscow at the invitation of Mayor Vladimir Promyslov and the Moscow City Council.

A native of St. Louis, he was born Sept. 23, 1891. Crabtree had lived in the Reno area since 1935 and worked for Montgomery Wards as a furniture department manager until 1946, and then worked for Home Furniture Company and Bakers Furniture Store, until his retirement six years ago. He was active in volunteer work at the VA Center, and was a member of the downtown Kiwanis Club of Reno and was commander of Post Harry J.

McSherry Post. No. 10, American Legion. He was active in volunteer work at the Veterans Hospital in Reno, was a member of the 40 and 8 Club, sponsored Boys State delegates for several years, and, representing the American Legion, presented rifles to the ROTC at Reno High School each May. Surviving are his widow, Leola of Reno; daughter, Juanita Salemi of San Antonio, and three grandchildren.

Pelfrey, born Oct. 5, 1921, in cdy rn Oklahoma, died Sunday in a rn local hospital. A veteran of cdy World War II, he was a forecdy clr man at the Sierra Army Depot.

Surviving is his widow, Letha cdy of Herlong. rn The 0'Brien-Rogers and Croscdy by Funeral Home is handling local arrangements. clr cdy clr Bertha May Roper Frequent Reno visitor Bertha May Roper, a 64-year resident of Washington, has died at her Spokane home at the age of 92. Mrs. Roper was born Feb.

28, 1881, in Howard, Kan. She died March 29. In 1893 she and her mother leach drove a covered wagon into the Cherokee Strip of Oklahoma Territory when it was opened to homesteaders. Her father had preceded them on horseback to stake a claim. She attended the University of Oklahoma at Norman, majoring in music, and married Samuel Roper in Wichita, in March of 1905.

Roper was a superintendent of railroad construction and in and 1907 they were staItioned in Central Mexico where he was superintendent on a por-' tion of the first railroad from the United States to Mexico City. In 1908 they homesteaded in the Sherman- Creek area of Ferry County, Wash. Roper worked as roadmaster for the Great Northern Railroad. He died in 1946, 10 years after retirement. Surviving are daughters Marval Forsberg, Spokane, Murrell Holcomb and Carol Biswell.

Sparks, son Seth Roper, Sparks, daughter-in-law Jean Roper, Reno. 17 grandchildren, 27 great-grandchildren and one great-great-grandchild. Mrs. Roper was preceded in death by two sons, Dale of Reno and Weston of Sparks. Burial was in the Fairmount Park Cemetery in Spokane.

Roy C. Seitzler, 59. of 1435 Ness died in a local hospital Monday. A native of Durant he was born Feb. 14, 1914.

Seitzler went to Cherry Creek, in 1926 and attended schools there and the Wasatch Academy at Mt. Pleasant, Utah. In later years he worked at the mines in Cherry Creek. He moved to Reno in 1941, where he was a member of the Teamsters Union and operated trucks for various freight lines for 20 years and operated his own trucking business for 12 years. Surviving are his widow, Luella and son, Robert, both of Reno; daughters, Yvonne Lewellin of Reno and Mary Lou Hanna of Las Vegas; sister, Eunice Donoval of West Memphis, and five grandchildren.

A funeral will be held 2 p.m. Wednesday at the Walton Funeral Home. Burial will be in the Masonic Memorial Gardens. Mrs. Newcomer died Friday in a local rest home. A native of Reno, she moved to Sparks in 1928. She was a a member of the Neighbors of Woodcraft, the Auxiliary to the United Spanish War Veterans, and Emmanuel First Baptist Church. He died Monday in a Reno hospital. He was born Dec. 11, 1881, in Italy and came to the Reno area in 1913. A truck farmer, he was a member of the Guissepi Verdi Lodge of the Sons of Italy. Surviving are son John Arbico, Reno, daughters Sylvia Meagher, Sparks, and Virginia Rosa, Reno, grandchildren Thomas Arden, Santa Rosa, James Arden, Dorothy Howton and Larry Rosa of Reno, and Edward Meagher, Sparks, sister Rosita of Italy and seven great-grandchildren.

Requiem Mass will be Thursday at 10 a.m. at St. Thomas Aquinas Cathedral. Burial will be Friday at 11 a.m. in the Holy Cross Cemetery, Colma, Calif.
