EIGHT EVENING TIMES, CUMBERLAND, MD., MONDAY, JANUARY 10, 1949 Phone 4600 For a WANT AD Taker Church To Begin Youth Program Center Dedicated ; In Ceremonies Here Trinity Evangelical Lutherar Church has a program or social anc athletic events scheduled for the near future at its new 'Youth Cen ter on Smith Street. • A service was held last night to dedicate the 313,500 addition at the rear of the parish hall. The key to the Youth Center was turned over to Ernest Schaidt, president: of the congregation, by William George. The latter and his brother, Edward George, were the contractors In charge 'of construction. Both are members of the congregation. Rev. Philip C. Priester, pastor. talked on ."Our Youth." The choir, accompanied by Mrs. Georgetta Gilford, organist, sang, "He Will. Guide You." The offering was donated to a fund for purchasing additional equipment for the center. One of the main activities will be to organize the church's first basketball team, Rev. Priester said. All equipment has been secured except the baskets. Other recreation planned includes shuffleboard, ping pong, darts, skating and regular "movie nights." The young people will maintain a snack bar in the Youth Center. A supervisory committee elected for.six months is headed by Clarence Hiesennan and includes Ernest *nd Henry Schaidt, Carl 1 Kiiffner, John Chisholm and representatives Ironi the various societies of the church. .- .The Youth Center contains storage room, a modern kitchen complete with an electric 'dish-washer to comply with Health Department standards, lavatories and a large hall opening into the present parish hall. The building measures 46 by 39 feet. Rev. Priester said'he hopes to get the program into operation before the end of the month, when .he will leave Cumberland to accept the pastorate of Redeemer Lutheran Church In Elizabethton, Tcnn. Planned To Fill Tax Post No Immediate action is planner to appoint a tax collector, • Mayor Thomas S. Post indicated'yesterday The vacancy in the city tax department was caused by .the death of James M. Conway, 84, on January 3. City Hall officials pointed oul that until a new levy is set a collector would get little .revenue from the position. Approximately 97 per cent of the 1943-49 million dollar, levy has been collected. Finance Commissioner William p. Buchholtz said. Since the collector receives one per cent of the taxes he ' collects, and only, about 830,000 remains outstanding to date in uncollected taxes, his revenue would amount to about S300 until August -15, when the new levy will be fixed. A certain amount -would also come to the collector -'from water revenue collections during that time, but the total would not be sufficient to operate the tax office and pay clerical help, observers believe. ..-••' The proposed new charter for. Cumberland -will also enter the picture, provided it is passed by the General Assembly and approved by referendum of local voters. One- provision of the charter would take the»collector oil a commission basis and place him on'.a straight salary. 'The salary, which would bo flxet by .the Mayor and Council, might provide less income than the<preseni arrangement, it was pointed out. City officials said the appointment of a new collector would be "more pressing" if the city, .were still operating on the fiscal year starting April 1. The present fiscal period ends June 30. That means, of coarse, that they do not have one full year of service before June 24. 1948. Without one lull year's service .before that .date, says the Draft Act, a veteran is not automatically exempt. Irom the draft.. So when these two-year men get out of the. Army next summer, what happens to them? Do they get drafted back in again? . Not if they join an-organized-reserve unit 'in .their-' branch of.- the service. They are covered' by the section of the Draft Act which saj's any' veteran who served at least DO days, but-less' than one year, between Sept. 16, 1940 and June 24, 1948, is exempt from' the draft provided they join an organized reserve unit. (Of course, any veteran who served - more than 90 war-period days, between Pearl Har- jor and. V-J Day, is, entirely exempt from all draft responsibilities.) Joining an organized reserve unit means the veteran. must attend weekly'drill periods and two weeks of active duty training once a year. Getting to those weekly drills could be awfully tough for a man who lived way out in the sticks, or even SO miles away from the nearest armory where drills are given. In fact, it could be impossible,- as you can imagine.. - ... What about a case like that? Does that mean the veteran will be drafted? ,•.-.' By no means. The Draft Act goes on to explain that in cases where an j organized reserve unit' is not J 'reasonably accessible" to the veteran he may join any-reserve unit NOT organized) of his branch of the service. The' difference is that an un- unit requires 'no attendance for'drills or training periods. It is strictly a paper outfit.' However, soino men, apparently, will not 'be abic to join'even an unorganized reserve unit of their branch of .the service. The Act goes on to explain that in cases where a veteran is not. able to join such, a unit, he can meet his draft responsibility, by joining a reserve unit (not organized) of a branch of the service other than the one in which he served. . • ' PinzUly, even this last possibility may not be available to some -veterans. In that case, the veteran does not have to join anything at all, and he'still will not be drafted. The question now is: who says whether an organized unit or a unit not organized is available to a veteran? Answer: your' local draft board. , eran that such and such an organized unit is available to him and he must'join it; but he feels' it is not available in the sense of the law? If he-can't persuade his local board to come around to his way of i" thinking, and.he still refuses to' join, fch then he can be whipped'into the Army through the .draft just like that. The local Selective Service, board has the final say on this. . Only .the Army is.affected by this, because the • other services do not have any two-year, enlistment programs 1 for non-veterans. Any' one who serves three years automatically- discharges --all his 'military responsibilities.
