Soviet foodstuffs scarce HOSGOW (UPI) - President Leonid ^__ IMMV has made official what every Soviet housewife has known a long time — food is the nation's No. 1 problem. "The food problem is, economically and politically, the central problem of the five-year plan," Brezhnev said to the nation's parliament. A housewife could have told him it's also the single most crucial problem of a family's daily plan — how to get enough to feed the children. "Beef? What's beef? You can get pork if you're lucky," complained one shopper, "but it has bone and fat and everything in it. What are we supposed to eat-Just bread?" The complaint was heartfelt, but not entirely accurate. Beef la available, but only In small chunks f or stroganoff at »2 a pound and pock goes for $1.25 a pound. With an average wage of $230 a month, such prices are unmanageable for many families. Most make do with a staple diet of potatoes, cabbage and other vegetables, with fish as a substitute for meat. Fresh fish like halibut costs from 65 cents to $1 a pound, although frozen is cheaper. Shoppers crowded around a meat freezer in one shop, picking up bundles of pork cutlets in greasy cellophane wrapped with string. The fat on one piece made up half the package, and bone was much of the rest. In another store, a long line snaked through the dairy section waiting for butter, and the women passed silently before the packing case taking the maximum allowed each customer — a one-pound slab. Meat is also rationed, with each shopper limited to four pounds or one chicken at a time, although one can always go stand in line again. "The average line?" said one housewife when asked how long she waited. "A normal meat line would be about 45 minutes to an hour, for butter — 15 minutes." Fruit and vegetables are still around - winter has Just set in — but prices have gone up with pomegranates selling at $2 a pound and apples at 85 cents a pound.
