of BEACON JOURNAL 38 JANUARY 5, 1950 Isbrandtsen To Pay Off Rebel Crew HONG KONG (UP)-Agents of the Isbrandtsen Line of New York has to pay off any crew member of the frighter Flying Arrow objects to sailing through blockaded waters to Communist held. Consul Shanghai. General Frederick Hill said there were no government funds available to repatriate crew members who quit the ship and that they would have to pay own passage home. The development was expected to reduce the number who would rather leave the ship than sail through waters which the Chinese Nationalist government has said are mined. TWENTY-NINE of the 33 crew members have asked the state department in Washington to repatriate them.

Hill said he had asked Washington for a ruling on whether he should advance funds, but has received no reply. The Flying Arrow has loaded some 6,000 tons of cargo, most of it for. Shanghai. Latest reports from the waterfront said the ship was making preparations for departure, scheduled on the flood tide early this evening. The company's agreement to pay off rebeling crew members was made after Hill informed the agents that the ship would be forbidden to sail to Shanghai if this was not done.

Crew members said at least half the 33 men aboard would accept the offer to quit the ship. If they do, it is possible the Flying Arrow will be unable to sail. Regulations require that 75 per cent of the crew must be Americans, and there are very few American seamen available here to replace those who quit. NLRB Seeks EW Elections WASHINGTON (U.P.) -The national labor relations board plans to ask rival unions in the electrical industry to work out a sygtem of voluntary bargaining elections in three big firms. NLRB General Counsel Robert N.

Denham ordered the board's regional office in Baltimore to arrange a meeting and invite officials of the United Electrical Workers (independent) and the CIO International Electrical Workers. The board, he said, would "be pleased see successful negotiations completed for early consent elections in all existing units of the plants of the General Electric Westinghouse and General Motors Corp." The two unions have been feuding for representation of workers at the plants since the UE's recent ouster from the CIO for following the Communist party line. Hit-Run Driver's Parents Killed TOLEDO (P)-The parents of a convicted hit-and-run driver whose car killed two persons Sept. 17 were killed yesterday in an auto crash west of nearby Bowling Green. They were Mr.

and Mrs. Earl Palmer of Toledo. Their son, Richard Palmer, 19, was sentenced to six months in jail on Dec. 6 after he pleaded guilty to leaving the scene an accident. He was to have begun serving the sentence today.
