But V. S. Consul General Frederick Hill said there were no government funds available to repatriate crew members who quit the ship and that they would have to pay their own passage home.

The development was expected to reduce the number who would rather leave the ship than sail through waters which the Chinese Nationalist government has said are mined. TWENTY-NINE of the 33 crew members have asked the state department in Washington to repatriate them. Hill said he had asked Washington for a ruling on whether he should advance funds, but has received no reply. The Flying Arrow has loaded Kome 6,000 tons of cargo, most of It for Shanghai. Latest reports from the waterfront said the ship was making preparations for departure, scheduled on the flood tide early this evening.

The company's agreement to pay off rebeling crew members was made after Hill informed the agents that the ship would be forbidden to sail to Shanghai if this was not done. Crew members said at least half 33 men aboard would accept the offer to quit the ship.
