C2 THURSDAY, JANUARY 25, 1996 Money THE SALINA JOURNAL T CONGRESS Labor laws may disrupt session By Congressional Quarterly WASHINGTON — Just this week, Congress came under federal fair labor laws for the first time in history, but already legislation has been introduced that would ease one of the, most costly of those mandates — the payment of overtime to congressional staff. Rep. John Doolittle, R-Calif., and Sen. John Ashcroft, R-Mo., last month introduced legislation that would amend the Fair Labor Standards Act to allow flexible work schedules and compensatory time off instead of the time-and-a-half overtime pay required for more than 40 hours of work a week. The legislation, which would apply to private employers as well as Congress, would permit employees to work 160 hours over a four-week period in any combination of hours before their employers would have to pay overtime. Under the Ashcroft and Doolittle bills, if an employee worked 50 hours one week and 30 hours the next, no extra compensation would be required. Y ECONOMY MARKETS Economic signs again mm ^±J ^^J Dally key rates fror point to weakening Dally key rates from The New York Times Previous Yaar Wednesday Day Ago Reports on industrial output, new home sales could lead Fed to cut interest rates again By The Associated Press WASHINGTON — Fresh signs of a faltering economy are emerging, with virtually no growth in the industrial sector and sales of new homes plunging to a seven-month low. Analysts said government reports Wednesday underscored how weak the economy was during the fourth quarter and could help persuade Federal Reserve policymakers to cut interest rates again next week to stimulate growth. Stock and bond prices rose after the reports were released. The Dow Jones industrial average gained 50.57 to 5,242.84. Treasury bonds were up more than a point. Many traders agreed the latest evidence of weakness could lead to lower interest rates. "The economy is still in an expansion, but it clearly is slowing down," said economist David Lereah of the Mortgage Bankers Association. "I don't think we are in any trouble of recession, but it clearly is slowing and could use a boost." "The economy has slowed, the industrial sector has stalled, housing activity is going nowhere even though mortgage rates are declining and consumers are worried," said Bruce Steinberg of Merrill Lynch & Co. "The Fed should, and we believe will, ease" interest rates. The Fed reported Wednesday that production at the nation's factories, mines and utilities inched up just 0.1 percent in December after rising 0.3 percent a month earlier. Output had fallen 0.4 percent in October. At the same time, the Commerce Department reported sales of new single-family homes fell for the fourth straight month in November, down 2.1 percent to a 649,000 seasonally adjusted annual rate.
