'< "The defendants coming into the criminal justice system now have a support system where they can get attention for mental health and drug problems," Labowitz said. Beneficiaries have changed their lifestyles as a result of the program, securing housing and jobs, leaving violent relationships, enrolling in community college and living drug abuse free lives, said Dianne Marshall, therapeutic courts administrator with the Mendocino County Superior Court. Because the program lasts 18 months, the county has stopped admitting new participants for the past few months in anticipation of grant exhaustion. One hope is a grant application with the U.S. Department of Justice. "We're just looking for anything we can," Marshall said. Several agencies facilitate the program with nonmonetary contributions. The U.S. Bureau of Indian Affairs' Consolidated Tribal Health in Calpella participates. Multiple county agencies invest staff time, including Probation and Mental Health departments and the Alcohol and Other Drugs program. But seeking funding from the county may be impossible at this time. "The dust needs to settle on a lot of county budgetary issues before we could broach that subject," Marshall said. While the Probation Department regularly monitors offenders, the program has allowed the department to supervise mentally ill people much more closely, and therefore more effectively, said Jean Glentzer, probation officer and case manager for Solutions. "It's given us a chance to work with people who really shouldn't be in the criminal justice system in the first place," Glentzer said. "There's just so many mentally ill people slipping through the cracks." Solutions services include mental health and substance abuse counseling, assistance with navigating the court system and applying for benefits like Medi-Cal and finding food and housing. "It gave them that extra little push of an incentive to stick with, their treatment program," said Mental Health director Beth Martinez. For the past eight years, the county has also administered drug court, or therapeutic services for drug-addicted defendants charged with crimes linked to substance abuse. Drug court is also funded by state grants.
