PARDUCCI GENERAL MANAGER 182-04 3/13/04 NOTICE OF A PUBLIC HEARING NOTICE IS HEREBY GIVEN that on March 24, 2004, at 2:30 P.M., or as soon thereafter as the matter may be heard, the Board of Directors of the Ukiah Valley Sanitation District (UVSD) of Mendocino County will conduct a public hearing in the Board of Supervisor's Conference Room, at 501 Low Gap Road, Room 1090, Ukiah, California for the purpose of receiving public comment on proposed options for increasing the Sewer Connection Fee. The sewer connection fee is a one-time fee that is paid when a residential, commercial, or industrial structure is connected to the public sewer. Upon collection of the sewer connection fee, it is placed in a special fund where it is reserved to pay for capacity improvements to the Waste Water Treatment Plant (WWTP) and to the sewer collection system. The current sewer connection fee is $1000 for each residential structure and for each equivalent sewer service unit (ESSU) for commercial and industrial structures. An ESSU is defined as a unit of sewage flow having the characteristics of flow, biochemical oxygen demand, and total dissolved solids similar to that generated from a single family residential unit having 2.5 people or 26 fixture units as defined in the California Plumbing Code. Sewage generated within the Ukiah Valley Sanitation District is treated at the City of Ukiah's WWTP. The WWTP has reached capacity and must be expanded if new connections are to be permitted. The City of Ukiah is proposing a 60 million dollar WWTP Capacity and Rehabilitation Project of which approximately 20 million dollars is assigned to the capacity expansion portion of the Project. The capacity expansion will provide approximately 2400 new ESSU's for a planning period of 20 years. Of the new available connections, it is estimated that 1850 new connections will occur within the UVSD during the 20-year planning period. The sewer connection fee must be increased to pay for the contemplated capacity improvements at the WWTP. The three options for increasing the sewer connection fee are: (1) a progressive fee structure at the initial fee of $4,380 per residential structure for the first 246 new connections with incremental increases of $2190 and $1095 for each increasing group of 168 connections. The final fee for the last 166 connections would be $16,425 per residential structure; (2) a dual level progressive fee structure based on the number of bedrooms in a residential structure with incremental increases of $500 for each increasing group of 97 connections; and (3) a progressive fee for residential structures based on establishing a 0.9 ESSU for a structure having one bedicom, an ESSU of 1.0 for a structure having two bedrooms, and an 1.1 ESSU for a structure having three bedrooms. Each ESSU will be charged a sewer connection fee of $8759 and for a structure having more than 3 bedrooms there will be an additional fee of $2500 charged for each additional bedroom.
