B44 Pittsburgh Press, Aug. 10, 1979 Texas Hopes To Save Sea Life Despite il Globs SOUTH PADRE ISLAND, Texas (UPI) -Foot-long globs of oil moved to within 10 miles of the plushest coastal resort in Texas but the Coast Guar'd today insisted the beach community and adultmarine life would be spared major damage from history's worst oil spill. The Coast Guard made its prediction despite reports that the heaviest concentrations of oil to date" Had invaded Texas beaches yesterday and today, as well as scientific observations that heavy pollution could hit the beaches at any time. (oast Guard Capt. Roger Madsoo conceded eggs and juvenile sea life might be "sensitive" to the oily influx and ordered installation of a net across the mouth of one Laguna Madre entrance.

The shallow estuary is the nursery ground for fish and shrimp and produces a harvest of 5 million pounds annually. The Environmental Protection Agency said University of Texas marine lab research "suggested adult forms of some key species of marine life have a good tolerance" to the oil first reported in U.S. waters on Monday. Texas Gov. William P.

Clements Jr. scheduled his first inspection of the region today. Clements yesterday suggested that Attorney General Mark White drop plans to sue Mexico for environmental damage and cleanup costs incurred by Texas. "I don't think that's the way to go about it," Clements said. "Everybody's running around like Chicken Little saying the sky is falling.

It hasn't fallen yet. We may have some very bad times down there but we haven't so far." While Clements was speaking in Austin, sticky tar balls as wide as 12 inches washed up on beaches north of the Rio Grande. The residue reached Boca Chica beach four days after tar balls piled up a 6-inch-deep ooze on Mexican beaches about 30 miles below the Rio Grande. Dr. John Robinson, scientific coordinator for the Gulf Coast anti-pollution strike force said the tar balls had been moving north at a rate of about 7 miles per day.

He said the pollution that struck the Mexican beach could occur at any time in Texas and said more oil could hit South Padre Island today. A Texas environmental engineer yesterday labeled as false Mexican government claims that half the oil escaping from the Bay of Campeche blowout was being burned off at the surface. Dr. Roy Hann said his aerial surveillance indicated the well was burning only natural gas and he said containment efforts he observed were recovering only 10 to 15 percent of the spill. The well is spewing up to 30,000 barrels of oil daily into the Gulf of Mexico and is not expected to be tapped until next month.

A Coast Guard team reached the well site this week to assist cleanup efforts at the request of the Mexican government. Columbia had initially asked the Public Utility Commission for a $26.5 million rate hike last December to higher operating and labor costs, and taxes. Half of the $8.5 million increase will go toward increased taxes, according to Columbia spokesman Dan Coffee.

The rate increase will produce a 2.72 percent increase in yearly revenues, Coffee said. Negotiations among the PUC staff, the state consumer advocate and Columbia led to yesterday's announced increase. One condition of the agreement was that rate increases be uniform among all of Columbia's residential customers in 25 western and central Pennsylvania counties. Gambler's Trial On AUSTIN, Texas. (UPI) A federal judge today refused to dismiss a four-count narcotics indictment against Las Vegas gambler Jimmy Chagra, and ordered Chagra's trial to continue.

Elizabeth Shenkle was found dead in the edroom of their home along Dry Run Road at 12:20 p.m.
