OCTOBER 1, 1997 GREAT PLAINS THE 8ALINA JOURNAL T WATER WELL ROAD Salina could be billed for paving Work requested on \Vater Well runs next to city-owned landfill By SHARON MONTAGUE Tht Salina Journal City officials are researching state statutes that could result in Salina paying half the cost of paving a little over a mile of Water Well Road in Saline County. David Criswell, county administrator, said a group of landowners has submitted a petition asking that the county pave Water Well Road from Burma Road to just west of Lightville Road. The petition outlines a benefit district, or group of landowners .who would benefit from that improvement. More than 51 percent of the owners of 35 percent of the land in the district signed the petition, Criswell said. ; About 300 feet of the Salina ;Landfill is included in that district. The district also encompasses several properties at the north-west corner of Water Well and .Lightville roads that front on ;Lightville Road, nearly all of Crest ;Lane and Knoll Lane, and some •property that fronts on Schilling -Road. The area is about 2 miles -southwest of Salina. Because the district borders the city limits, Criswell said state -laws call for the city to pay half Petitioners hope to get Water Well Road paved. The county would then pay 25 percent of the remaining cost, or about 12.5 percent of the total cost, and property owners would pay the remaining 37.5 percent of the full cost. Property owners would be assessed according to the square footage of their property. City officials didn't sign the petition calling for the improvements, according to Roy Dudark, city planning director. Dudark said city officials hadn't seen the petition, and they hadn't researched the statute being cited by Criswell. City officials don't see how the improvement would benefit them. People go in at Burma!' Roy Dudark Salina planning director Dudark said. "People go In at Burma. It wouldn't help us much." The county used proceeds from a landfill tipping fee to redesign and reconstruct about 3'/» miles of Water Well Road from about Centennial Road to Burma Road, because that section is used by trucks entering and leaving the landfill. Extending the paved road would help the 60 or so landowners in the benefit district, said Rosie McKee, whose husband, Jerry McKee, spearheaded the petition drive. The McKees have lived for about 10 years at 3546 S. Crest and have seen houses pop up all around them. Crest Lane itself now has about a dozen homes, McKee said, and a new addition is being developed to the west. Water Well Road is gravel west of Burma Road, and McKee said it's dangerous. "You get washboard bumps, and there are a couple of hills you just bounce over," she said. "And there is a lot of loose gravel." Vehicles traveling on the gravel also kick up dirt, polluting the air.
