Each bid must be for all of said bonds on the Official Bid Form, upon terms of hot less than par and accrued Interest, and shall specify the interest rate or rates for the bonds in a multiple of one-quarter or one-tenth of one per cent, provided . that no coupon interest rate may exceed 7% per annum, only one rate shall be specified for a single maturity and not more than three rates may be named for the Issue. Repeating a previously mentioned rate will not constitute an additional interest rate. The difference between the highest and lowest coupon rate bid for the issue shall not exceed l-Vi% per annum. Each installment of interest will be represented by a single coupon on each bond. The bonds will be awarded to the best bidder determined upon the basis of the lowest total interest cost at the rate or rates designated in his bid from February 1, 1974, to the respective final maturity dates, after deducting any premium. These bonds are being Issued pursuant to the provisions of Chapter 296 of the Code of Iowa, 1978. as amendedj_and all taxable .property' In the School District will be subject to the levy of taxes sufficient to pay the same without limitation as to rate. Said bonds are expected to be delivered against full payment In cash or immediately available funda within forty (40) days after the sale at any mutually agreeable bank or trust company In the City of Chicago, Illinois, or Des Moines, Iowa, without expense to the purchaser. Should delivery be delayed beyond sixty (60) days from date of sale for any reason not due to the fault of the School District, except failure of performance by the purchaser, the School District may cancel the award or the purchaser may withdraw his check and thereaftw-hw interest in and liability for the bonds will cease. When the bonds are ready for delivery, the School District will give the successful bidder five days' notice of the delivery date and will expect payment in full in cash or immediately available funds on that date, otherwise reserving the right at its option to determine that the bidder has failed to comply with his offer of purchase. The School District will furnish the printed bonds and the approving opinion of Messrs. Chapman and Cutler, Lawyers, Chicago, Illinois, together with the transcript and usual closing papers, including non-litigation certificate. Said opinion will be printed on the bonds and will recite that under existing federal laws, regulations, decisions and intepretations, interest on said bonds is exempt from present federal income taxes. Each bidder must furnish a certified or cashier's check drawn on a solvent state or national bank for $8,700 payable to the order of the Treasurer of said School District as a guarantee of good faith, which sum shall be agreed liquidated damages to be forfeited to the School District by the successful bidder upon failure to take up and pay for the bonds when ready. The Board of Directors reserves the right lo reject any or all bids, to waive any irregularities in any bid and to determine in its sole discretion the best bid for the issue. The Board of Directors has authorized the preparation of an Official Statement containing pertinent ^formation relative to said bonds and the School District, and an Official Bid Form.
