Seeking reinstatement from dismissal on charges of supplying Mr. Garahan with questions and an-swers for the examination was Murray H. Henry, for 12 years a materials engineer in the City Works Department.

Both Mr. Henry and Mr. Garahan emphatically denied any conspiracy to cheat in the test. Mr. Garahan said he had not known what questions were to be asked.

Tutored Him for Year Denying having given his subordinate, a provisional materials inspector under him, any unfair competitive advantage, Mr. Henry told the commission that he had tutored Mr. Garahan intensively for a year to piepare mm for the quiz. During the training the engineer said, the inspector was given numerous written examinations on questions prepared by Mr. Henry, and the two studied over the answers, remodeling them to conform to Mr.

Henry's satisfaction. Subsequently, Mr. Henry testified. ne prepared a list of questions for tne commission, at its request, which were used in the examination. Mr.

Garahans answers to all the questions dovetailed almost word for word with Mr. Henry's master sheet. Several days after the test the youth missed correct answers to sev eral of the same questions when iney were asked him again. The McNair abdication and subsequent reorganization of the commission played a part in Mr. Henry's story.

Prior to ex-Mayor William N. McNair's resignation, the then commission secretary. Edward S. Gall, requested Mr. Henry to prepare the materials inspector test questions.

Mr. Henry did, but failed to append answers and the list was rejected. Final CO-Question Test With the reorganization, he said, he felt the list wouldn't be wanted. So he gave Mr. Garahan a 60-ques-tion test as sort of a final examination for the impending quiz.

Then the commission renewed its request for aid and another list was submitted, including some of the questions given Mr. Garahan, Mr. Henry testified. "But any list I could prepare would have duplications of those I gave to Mr. Garahan because of the thoroughness of my training of him," he added.

When Mr. Garahan was confronted with his test paper he accepted the request of Works Director Frank M. Roessing that he resign. Mr. Henry refused to resign and was fired.

The commission today took the case under advisement. WPA ALLOTS $54,000 FOR CITY PROJECTS An additional allotment of about $54,000 for carrying on four Works Project Administration jobs in Pittsburgh was announced yesterday in 'Washington. The money will go to pay wages of men already employed in improving Frazier, Monongahela and Crowley-Goettman playgrounds and one sewer project.
