Cochrane has been added to the list of steamers between New-Berne and Baltimore, and will leave the latter port next Saturday the 21st, arriving at Perry's wharf. New-Berne, Sunday evening, February 22d. The Steamer Sparkle. Capt. Slocum, from Norfolk, has been at the Batenian House wharf for several days.

As takeri from the unreal of Comiiierrfi -we print below the bill recentlv passed by the General Assembly, to amend the City Charter of New-Berne. As will be noticed by the bill, the limitation of City expenditures for all purposes is fixed at the reduction of the police force to three members; a reduction of salaries of certain officers; that no money appropriations shall be made without the concurrence of four-fifths of the Councilmanic Board, and that the Mayor shall be elected from one of the members comiosiog the Board: An act to amend the Charter of the City of New-lleme. Sec. 1. The General Assemblv of Vnrth c.

oliua do enact: That an act entitled An Act to amend the Charter of the City of New-Berne and of the New-Berne Academy, ratified the Oth dav of 1871, be amended as follows, by adding after the words "elect a mayor" in the first seT-tion, the words "from one of their number." Sec. 2. That section second of said act be amended so as to read as follows: That the salaries of the officers shall in no case exceed the sums following, to-wit: The mavor. three hun dred dollars per annum; the treasurer, three hundred dollars per annum; ttye clerk one hundred and fifty dollars per anum; the marshal three hundred dollars per aiiHjim; and that of each policeman, three in iiurnVfr, thirty dollars per month. Sec.

3. Strike out all afteihe words "pro-rided 'hei-riilLfless" in sec tiof-, four of said act and insert in lieu thereof, "T')nt no property or subject of taxation which is e'acially exempted, shall be taxed by the city, aj.that the annual tax upon the poll shall not Aceed the sum of one dollar, and that the atj'fial tax on real estate and personal property jfhall not exceed 33i cents on the hundred dollars' valuation, and that the whole amojjpt o' taxes levied and collected in any one year Trot all services, including the fire department tax, shall not ex. ceed the sum of five thousand dollars, and that no levy or assessment shall be'roade on the real estate and personal property' which will in the aggregate produce more than the aforesaid sum of five thousand dollars after deducting from the said sum all the amounts-received and to he received from licenseK and jrpm taxes derived from every other source. Sceibner's Monthly for February opens with versified and illustrated rendition of Rishyas-ringa, a Tale of the Mahabfcarata, which, al-though a love stqry we know not how many thousand 3-ears old, is as freehand "modern" as written but yesterday. Tfien comes an illustrated article on the French: song-writer Beran-ger. The principal illustrated paper of the number, however, is Edward King's second article on Texas, in the Great South Series, with pictures from Champney's portfolio. A quaint story from the Danish, is called "The Black Marble." A new paper by the poet Stedman is on the poets Hood, Arnold, Jand Procter, whom he calls a Representative Triad. A sketch of "English Sundays and London Churches;" a reply by Prof.

K. Eaton, our indefatigable jeweller and king of wits was looking over the large assortment of comic valentines at Henry Hall's Bookstore yesterday and after a thorough examination of the ludicrous missives, turned from the counter, and to Tim who at that moment happened to enter the store, said: "Tim! I wish you would do me a favor." Tim says "What is it?" whereupon Sam replies "Please step into Wormell's and get your pho-. tograph taken, as Henry here has nothing comical-looking enough for me to send out." We roared at the joke and left without awaiting Tim's response or action in the premises, though have learned since that he refused to comply. Moxomachy. Oysterman Salter, an aged dealer and opener of bivalves of the monomj'-aria order, at the People's Market, was on Thursday last treated for monomaehy, a disease brought upon himself through a non-disposition to endure a joke or the raillery of the market boys, who have long known him as a Grin believer in ghosts, hobgoblins, Ac, and, in consequence thereof, have given to him the horrid appellation of "Ghost." It appears that on the day mentioned, Salter was on the fish market wharf and the boys commenced crying out -'Ghost," "Ghost," "Ghosty," whereupon big Saltership drew forth a pistol and threatened to shoot somebody, and perhaps would have done so had not the weapon been seized by a looker-on, who threw it into the basin, while another took the oysterman and threw him in also.

The effect, as we learned, was exceedingly gratifying to all but the afflicted subject, who, upon being taken out of the water, wended his way to the Mayor's office for redress; but His Honor couldn't "see and so the pnlienl is now awaiting results. That Now that the grounds around the Episcopal Church have been so much improved, why not takr action towards having them properly and respectably inclosed. The dilapidated fence surrounding the premises should be put in better even if only to keep the cattle from encroaching; upon them. In the meantime, let a subscription be started and give those who favor improvements and the adornment of our city, an opportunity to manifest, in the way of cash, their earnest ness in the cause. The Citizens' Pmilding and Loan Association of has now heen in operation tor the past eight months, and up to the present time 070 shares of stock have been taken and the payment of one dollar per month upon each share promptly met.

The Association has made to our citizens fifty-eight loans, amounting to S11.C00, which sum has been expended in the erection of new buildings or improvements upon city property. This is an excellent showing for the Association, and we hope, to see it continue to prosper, as it is certain to do under its present good management. Its stock is one of the very best investments that our citizens can make, as every dollar invested will increase twofold in about eight year's time. One dollar only upon each share subscribed for is required monthly from the holler, and all money so paid is loaned upon the very best and safest security. Directors: Charles C. Clark, Attorney. That Ilatrliet. Much comment has arisen regarding a paragraph of ours in a recent issue concerning a Hatchet. Yes, it is true we carry a hatchet it is not a tomahawk, but a regular old fashioned short handled hatchet.

We did not obtain it with malice prepenne. Providence threw, it in our way doubtless for some wise purpose. It came about in this wise: On the 30th of January last, we were passing the corner where the "Cheap John" auction room stands, when our name was called in a loud and earnest manner. We turned to see "what was up," when we beheld that venerable and distinguished, public citizen "Long John Henry" brandishing something in his hand, and vociferating "going, going, going, GONE to Geo.
