Boll called; quorum present. Claims were presented and referred to the proper committees. A communication'froni J. SandU landa was received and referred to committee on Erroneous Assessments. A petition from 8.

P. Benson was referred to committee on School Fund. The County Auditor referred to the Board an agreement between Samuel H. Kay lor and himself, for the sale to said Kay lor of the following described Swamp Lands, to-wit: The north-east quarter of north-west quarter, and the north-west quarter of the north-east quarter of Section 27, Township 90, Range 11, West 5th P.M. Mr.

Rownd moved that the sale of said land be ratified by the Board, and that the Auditor be authorized to make a deed to the same according to agreement. Carried. The Auditor made the following report of County Warrants issued by him from June 1st, to Sept. 1st, 1S69, under general resolutions of the Board: For wolf and gopher bounty, $262.90 Auditor's Salary, 500.00 Insurance on Court House 150.60 Witnesses State cases, 118.20 Grand Jurors, 236.20 Petit Jurors, 1,136.10 Total, $2,403.40 Report adopted. The Auditor made the following report of the receipts and disbursements of Permanent School Fund, from June 7th to Sept. 4th, 1869: Cash on hand June 7, $133.41 Am't rec'd on loans, 572.00 Loaned J. A Pennsylvan a paper says Minnesota will have a yield of twenty million bushels of wheat-- and Wisconsin fifteen million bushels. It probably knows.

The New York Tribune editorially snys that Governor Merrill will appoint Hon. James F. Wilson Ssnator in place of Grimes resigned. This is the Tribunes view of it but is not at all probable. The New York Democrat, Brick Pomroy's paper, makes a disgraceful attack on Bishop Simpson, asserting that he canvassed Virginia for Wells and calling him a "Methodist Bloodhound of Zion," who cares more for the nigger than for Christ.

We see by the JOulletin that our friend J. L. Loorr.is han been nominated by the Republicans of Buchanan county for auditor. Served him right. D.

S. Lee of Independendence was nominated for Representative. TIle Avondale Mines at Plymouth Luzene county, Pa. caught fire on the 6th in which two hundred and one men and boys were at work. As there no chance, for air, the enly wny for getting air into the shaft being through the main opening, the whole nnmber were smothered to death.

It "was a terrible disaster and has caused inteivae excitement among the miners. It will no doubt be the means of bringing about a state law for the protection of miners. 111 tlle deaths of General John A Rawlins and Senator William Pitt Fessenden the nation is colled upon to mourn for the loss of two of her best men. They were distinguished In tiiffei-ent departments. General Rawlins rendered most signal service to his country during the late warand it is only since the breakingoutof the rebellion that the people have come to know a he was.

He was only 39 years of age when he died. Of Senator Presscnden the Chicago Tribune remarks that he has been so long and prominently connected with pub-" lie affairs and his name Ivaa been associated with so many great events his death seems to a chapter in the nation's history. Homer excused from further attendance at this session. The committee on Taxation and Equalization. reported as follows: Your committee would recommend that the following- taxes be levied upon all the taxable property of the county for the year 1809, towit: For State revenue, two mills on the dollar, as directed by the State Board of Equalization. For ordinary County revenue, four mills on the dollar, and fifty cents Poll tax. For County School Fund, one mill on the dollar.

For muking and repairing bridges, One and one-half mills on the dollar. For the support of the Poor, one mill on the dollar. For the payment of Insane Hospital dues, one-half mill on the dollar. For the payment of Judgments against the County, two mills on the dollar. We further recommend that the following school taxes be levied upon the taxable property of the several District Townships and Independent School Districts, as certified by the respective District Secretaries, towit: Teachers Fund, Contingent Fund, School House Fund, Sub-District No.

Homer, Mott Robinson; Dr. moved that Henry Kelley be allowed to file claim fo damages on the Winger road, fo the reason set forth in affidavit Carried (Mr.

McCord in the chair.) Mr. Close offered the following res olutions which were referred to th committee on Roads Bridges: Resolved, That there is hereby appropriated out of the Bridge Fund not otherwise appropriated, the sum of dollars for the purpose of purchasing the right of way aiound a pond of water on the premises of Joseph Millage across which Lhe Millage Road passes in Cedar Township, and the Auditor is heresy authorized to draw his warrant 4 rDillfl in favor of Joseph Millage, when a committee.appointed for the purpose shall report that a good and sufficient title to right of way around said pond for a road has been given by said Millnge. That there is hereby appropriated out of the Bridge -Fund not otherwise appropriated, the sum of two hundred dollars, for the pur- mills pose of erecting a bridge across Miller's Creek, on the Six-mile Grove and Waterloo road, in Orange Tp, three-fourths of a mile south of Blue House. Said bridge to be built on burr oak piling with a span of not less than 20 feet, and the Auditor is hereby authorized to draw his warrant for the above amount, whec a committee appointed to superintend the erection of said bridge, shall report a good nnd sufficient bridge erected at said point. Resolved, That there is hereby appropriated out of the Bridge Fund, not otherwise appropriated, the sum of fifty dollars for the purpose of aid- ingjn building a bridge across-Miller's Creek, on the Jackson road, in Cedar township, and the Auditor is hereby authorized to draw his warrant for said amount when the committee appointed at the January session 1869, to superintend the erection Of said bridge, shall report a good aqd sufficient bridge erected at said point.

Mr. Gilkey offered the followin resolution: Resolved, That the sura of tw hundred dollars be appropriated ou of the Bridge Fund to assist in ing a bridge across Dry Run, on th Adams roadin Cedar Falls Townshij said bridge to be built of stone abu ments with hard wood or pine supe structure, and to be not less tha forty feet span, that acommitteet three be appointed to superinten the construction of said bridge an that the Auditor be authorized issue warrant for said amount, or much thereof as maybe necessary upon the certificate of the commute that the bridge is completed. Referred. Mr. Gilkey offered a resolutio asking for an appropriation to assis in planking the bridge across th Cedar River at Cedar Falls, whic was referred.

Mr. Cobb moved the adoption of the following resolution: Resolved, That in view of the unprotected condition of the valuable and imnortantrucordsof the office of the Clerk of.the Courts of Black Hawk county, a committee of three be appointed to confer with the Clerk nud, Messrs. P.

B. Cook, and E. W. their approval. Also the loans to J.

C. Gates and J. H. Allen, we would recommend be approved. We furth- errecommend that theprayer of Solon F.

Benson and Sidney R. Benson bo granted, asking that we assign ta them a certain mortgage upon payment of the amount due, as they have a subsequent mortgage upon said land. Said mortgage was given by J. C. HublJard upon the iSTW NW, Sec.

Mr, Gilkey moved to amend report by striking out the words making and repairing Bridges one and one-half mills on thedollar' and inserting instead thereof, the words "For making and repairing mills on the dollar. Carried.

Mr. Champlin moved the adoption of the folio wing resolution -Booked' That the Auditor be instructed to label tho county maps in manner, showing the fame to be the property of the county, and that he deliver one of mtd maps to each county officer, except the Coroner, and one map to the Clej-k of each Township, to bo kept said persona for the use of the public, and to be.deliver -J to their successors, in office. Adopted. Adjourned till SJ o'clock A. M.

Mr. McCord offered the following 'esolution Rwotvcd, That the vote appropri- atiug four hundred dollars for a bridge on the state road across the east branch of Spring Creek in Spring Creek township, at the June session, be hereby rescinded; and hat an appropriation of one hundred and fifty dollars be made to assist is building a bridge across Sprin- Creek the Teoi, aU roadi snid bri(Jee be built on stone abutments not less forty span, aud also, that an appropriation of one hundred dollars be made to build an additional pan of not less than twenty feet, at he east end of the bridge on the ine between Fox and Spring Creek xjwnships. And on the certificate of committee appointed by the chairman of this Board, that said work is iuisiicd in a good workmanlike aanner, the Auditor is hereby re- uired to. issue orders for said mounts. Referred.

Mr. Oirwin moved that Messrs. a Parott be allowed the full mount claimed in their bill, drried. Brubacher. and recommend that It be granted. We also recommend that the tax against' John Sheealy, for the year 1865, on uej of 16 T. 90 13, be reduced this being the amount of remaining due for. that We also recommend that the shares of the stock holders of the First National Bauk of Waterloo be assessed at fifty cents on the dollar.

We have examined the petitions of Jphn E. Brooks, David Qaul, John Stewart J. Sandilauds; S. Wood. Wm.

C. dough and George Bishop, and do not find sufficient ground in the opinion of your committee, to recommend thegrantingof the same. The petition of E. W. Babcock we refer back to the board.

Report adopted. Mr. Corwin moved that the petition of E. W. Babcock be allowed.

Mr. McCord moved that it be laid over till the January session. Carried. The committee on county accounts reported in favor.of allowing the following bills as claimed Bailla; MOO -Brown; paid Bailiff. 55 00 55 00 Report adopted.

The chairman annonced as committee on printing, Messrs. Cbrwin, Rownd, and Champlin. The -'committee on county buildings and property reported as follows We would tbat the Sheriff be Instructed to drain the yard of the jail by sinking a suitable vault for that purpose, and also to repair the cupola on the Court House, and he shall keep an account of the costs and report the same to this Board at its next meeiing. Report adopted. The committee on Roads and Bridges reported as follows No.

284, McCullion Road-- recommended that it be established, provided costs and damages be paid within sixty days. No. 322, McMahan Road recommend that the action of the Auditor be approved and established, provided costs and damages be paid in (K) days. No. 323, Change Cedar Valley and Hudson Road recommend that th? action of the Auditor be approved, and grant the prayer of the petitioners, costs being paid within sixty days.

No. 300, Shroeder Road-- recommend that the time for the payment of costs be extended thirty duys. No. 315, Mixdorf Road, and No. 320 Burgoon Road recommend no further action, No.

287, Paul Road-- The appraisers failing to act, recommend that Hiram White be appointed to act instead of H. L. Burns, continue the former two appraisers, and set the first day of session final hearing; and we further secommend that tbe Auditor set the day for the action of the appraisers. No. 324, Fish Road-- would nol with the Auditor iu granting the change.

No. 325, Cbon's Road-- The missiotrer failing to act, we recommend A. Cottrefl be appointed new commissioner. No. 335, Beter Road, and No.

336, Croxtrm Road recommend that the bonds be approved and R. S. Wooster be appointed commissioner to view the Beter Road, on the first Monday in October 1869, and the Croxton Road on the firat Tuesday of same month.
