The city is preparing for a possible bonds sale this fall to finance the project. Last year, the city made a utility agreement with five major developers off Congress between Boynton West Road and Miner Road. The developers agreed to pay in advance for the cost of water and sewer mains in the contract. City Manager Peter Cheney said at the time that the agreement enables the area to be opened up to development. The developers are Motorola, the Sand and Sea mobile home park, Boynton Lakes, Dos Lagos, and Meadows 300.

Sand and Sea is the only one built. Just north of the Motorola site is Boynton Lakes, which the developer plans to build to 1,030 units. The PUD project reserves 13 acres for shopping. Fine white sand surrounds the first five buildings under construction at Boynton Lakes. The pounding of hammers can be heard in the distance.

The large expanse of open land someday will be filled with medium-priced villas and water retention lakes. Bill Pitts, regional manager of Builders, said the company wanted to begin construction earlier. "We would have started several years ago, when we first bought the property, if water and sewer were available." a subsidiary of Lennar, believes Boynton Beach is an excellent market for housing. Palm Beach County in general is hot, he said. "We like the Boynton area a great deal, and we are looking for additional land in this area for additional projects," Pitts said.

Economic instability may be only temporary, and the builder is optimistic that times will change. "While the situation is that certainly sales are down at the present time, there will come a time when the tide will turn," Pitts said. Another development which is bullish on Boynton Beach is Hunter's Run. Paul Hykel, project manager, said he believes the location in Boynton Beach is excellent as a housing marketplace. "It's a convenient location, halfway between Palm Beach and Fort Lauderdale, accessible to 1-95," he said.

The developer, Summit Associates, also built Boca Lago in Boca Raton. "We think that Palm Beach County has one of the strongest real estate markets in the country at this particular time," he said. The $200 million development is an adult community of condominium apartments and townhouses. Next: Motorola's Impact of the character of the development, City Planner Carmen Annunziato said. "I think in five or 10 years, it's going to be visually much different than U.S.

1. It will be more park-like," Annunziato said. The Congress Avenue corridor will have low-density development with localized commercial rather than strip commercial buildings, at least in the city, he said. Job opportunities will be centrally located. Large developments today are expected to provide many of the public amenities to serve its residents.

In planned unit development (PUD) agreements with the city, they may be required to install sidewalks, pay for widening adjacent roads, provide recreation or other facilities. More of the amenities that once were provided by city government now are supplied by the developer. DeBartolo plans to build a regional mall on Congress Avenue with slightly more than 1 million square feet of leaseable space, making it almost as large as its corporate sister, the Palm Beach Mall. The firm has talked with J.C. Penney, Bur-dines, Jordan Marsh, Sears and Lord and Taylor as possible department store anchors of the mall, which will have more than 100 stores.

The mall will be built on the northwest corner of Old Boynton Road and Copgress Avenue, Uiar The Palm Beach County, Commission last week approved its share of funding to widen Congress from two to four lanes from the Motorola site at NW 22nd Avenue past the regional mall site to Boynton West Road. State officials say their half of the $4 million for the project is assured now that Motorola is beginning construction. The city requires major developers to donate funds for improving roads in the vicinity of the development, as Hunter's Run has done just north of the Delray Beach line. Two parks off Congress Avenue in the south end of Boynton Beach are on the drawing board. The county later this year is planning to start construction on a 66-acre park with a picnic area, racquetball courts, bike path, basketball courts and fields for baseball, football, rugby, soccer and softball.

It is east of the South Technical Education Center. On the west side of Congress from South Tech, the city has proposed putting a 30-acre park. A consultant has recommended to city officials that the park have a tennis center, multipurpose auditorium, a band-shell, softball hitting range, miniature golf and other recreational uses that would complement the county park. Congress "is what really opened it up for it to be developed. Up until that point, not much had happened," he said. Venetian Isles was one of the first developments around Congress, "west of the old boomtime subdivisions," Weaver said. Lei-sureville and Golfview Harbor also began in the late '60s and early '70s. The area where Congress Avenue is today was considered the boonies not too long ago.

People increasingly believe it will be the center of town after the regional mall and the Motorola plant are built. For residents who have lived there five or 10 years, Congress is the middle of the community already. Although there has been a lot of development in the past 15 years, the area is still new. Many of the people who first settled the western area of Boynton Beach are still alive and living in the community, Weaver pointed out. "It's still really just coming out of the pioneer stages.

People haven't lived here up to 100 years yet," he said. A trip out of town that takes 10 'or 15 minutes on 1-95 today took hours back then. The afternoon 'jaunt was like a jungle safari. "Back in the '30s and '40s, it was quite an experience to go to West Palm Beach. You sort of planned it.

You just didn't take trips like that often," Weaver Boynton Beach was the type of place where you rarely bumped into someone on the street you didn't know unless he was new in town. "Everybody knew everybody because Boynton was so small. We had a baseball field and a shuffleboard court, and that was the extent of the recreation except for the beach," Weaver said. Walter Lacey said, "Everybody knew each other. We were all pretty much clannish, really.

I miss it, I certainly do. It was a lot different atmosphere then." The area around Congress Avenue today was west of town back then. There were several dairies there in the '40s and '50s. Orange groves filled the air with the sweet fragrance of the blossoms in the springtime. Pineapples grew abundantly in the fields where Lake Boynton Estates is today, Weaver said.

He recalled walking the fields after they were abandoned. "There was just nothing out there. We built our house and two other houses on it," she said. They had more than 300 cows.

"We started out milking by hand, and then we got the milking machines. During the war, we had no help. It was hard, but it was our business. We had to keep it up," she said. Many of the dairies from Boyn DeBartolo Corp.
