Love you much, 8 Lou 7 way Safety. But Retting says it's too early to evaluate the effectiveness of the cameras on preventing crashes. Drivers who run red lights caused 136 fatal crashes statewide last year, according to the Florida Department of Highway Safety and Motor Vehicles. That was just 4 percent of the total number of fatal crashes, according to state statistics. The biggest problem was careless driving and failure to yield, which accounted for almost half of all fatalities.

"If they really want to save lives, they should be focusing on on the real problems," said Greg Mauz of Delray Beach, who is active in the Florida chapter of the National Motorists Association. Many critics also feel uncomfortable with the idea of a government "eye" watching them. "Do we really want cameras trained on us all the time?" asks Gottlieb of the ACLU. "You have to wonder where it will end." Rind counters that the cameras are designed only to snap a picture when a driver has broken the law a time when there isn't a reasonable expectation of privacy. "This isn't about watching the people.

It's about enforcing the law," he said. Levine says he plans to introduce a bill next year that would allow camera traffic enforcement. State legislators rejected a similar proposal in 1997. The idea got a poor reception from Miami-Dade and Broward county commissioners earlier this year, when Aaronson mentioned it during a meeting of all By Trebor Banstetter Palm Beach Post Staff Writer So you've got a habit of zipping through the traffic light just as it turns from yellow to red. Or maybe even a few seconds later, as long as you don't see a cop in the intersection.

1 Watch out. Instead of being nabbed by the police, you might just be caught by a government surveillance camera that watches the street 24 hours a day, snapping pictures of cars and trucks that don't stop on red. Palm Beach County installed such a camera at Palmetto Park Road and St. Andrews Boulevard in Boca Raton last week. The camera is strictly for gathering information, because state law doesn't allow the county to give out tickets based on pictures.

Supporters of "camera cops," which include county Commissioner Burt Aaronson and state Rep. Curt Levine, D-Boca Raton, hope to convince state lawmakers to allow counties and cities to issue citations based on the photos. I This is about saving lives," said Aaronson, who called for the test program after a dramatic car crash killed six people in Boca Raton on June 4. The surviving driver is accused of speeding through a red light at almost 80 mph and slamming into a car carrying three couples. But critics say surveillance cameras haven't proven effective in reducing crashes elsewhere and raise questions about the government's right to monitor cjtizens.

"A lot of people see these as an invasion of privacy," said attorney Ruth Gottlieb, chairwoman of the Palm Beach County chapter of the American Civil Liberties Union. "I'm not comfortable with the idea of the government secretly shooting my picture." Motorists ignoring red lights cause an average of eight fatal crashes every year, county traffic statistics show. "If this can teach a few people to stop when they should, we might prevent some of these terrible crashes," Aaronson said. So far, the camera has recorded a disturbing number of violations, said Bernd Rind, executive vice president of Cam Film Works in Boca Raton, which installed the camera and runs similar programs in New York City and California. The intersection is averaging 45 drivers running red lights every 24 hours, Rind said.

That's about the same rate as the company sees at the intersection of 42nd Street and Second Avenue in Manhattan. "It's really scary that a corner in Boca is getting those kinds of numbers," Rind said. Safety questioned Opponents doubt the program can really make roads safer. "These cameras actually have the potential of being harmful," said Eric Skrum of the National Motorists Association. "You see a higher rate of rear-end crashes, because people are slamming on their brakes more." Red-light cameras have been effective in reducing the number of violations in California and Virginia, according to a recent study by Richard Retting, the senior transportation engineer for the Insurance Institute for High Our Century This week, we look at the most influential events and people of the past century in business.

One Broward commissioner said it conjured images of Big Brother in George Orwell's book 1984. Cameras equal cash? Skeptics like Skrum of the National Motorists Association say the cameras are more about collecting money than savings lives a 24-hour camera can issue lots of traffic citations at a very low cost. Cam Film Works is pressing to win. a lucrative contract with Palm Beach County, should camera enforcement be legal ized. The firm has hired high powered lobbyist Hugo Unruh to convince commissioners to em brace the idea, according to county lobbyist registration records.

Rind wouldn't speculate on how much money his firm would make. But he said similar programs elsewhere are worth several hundred thousands dollars a year. But County Commissioner Carol Roberts says the county should do anything it can to reduce the number of deadly crashes. "Whatever we can do to help is something worth trying," she said.
