A federal appeals court yesterday upheld a deportation order for an Iranian couple, saying the seizure of American hostages by Iran justified extraordinary deportation procedures. Desegregation Plan Nearer for College WASHINGTON The U.S. Court of Appeals cleared the way yesterday for the secretary of education to approve a proposed consent decree that would establish a desegregation plan for North Carolina's university system.

The court, in a brief order, denied a request for an injunction that would have prevented the agreement from being signed until the court could hear arguments challenging the proposed plan. Education Secretary T.H. Bell has already announced a tentative agreement with the state, but has not signed the desegregation proposal. Lawyers for the NAACP Legal Defense Fund had asked a federal judge in Washington last week to invalidate the proposed decree, arguing it violated court-ordered desegregation criteria. Storm Bret Weakens As It Nears Coast NAGS HEAD, N.C. Tropical storm Bret eased closer to the North Carolina-Virginia coast last night, weakening as it approached the shore. At 9 p.m., the National Hurricane Center said the second tropical storm of the year was at latitude 36.6 north and longitude 74.8 west, or about 70 miles east-southeast of Norfolk, Va.

Highest sustained winds were reported at 55 mph, down from the 60 mph reported three hours earlier. The storm was expected to move inland near the border between the two states late in the night.
