The studio, located in tie old Webster Hall Hotel in Oakland, will be the first of five designated for community access programming.

About 200 local films already have been completed in preparation for Pittsburgh's cable TV hook-up. Tie films were soot with portable eqiipment loaned by Warner on request, as part of the city cable franchise re-v qtiremeiti for public access. Sibjects range from the Three Rivers Arts Festival and the Hazelwood Bicentennial to a school panel discossioa on Nicaragua. "The documentary of an event seems to be the primary focus of the public access films so far," said Warner's Pittsburgh 'president, Edward H. Campbell.

He's pleased with community response to the public access program. The "de gree of sophistication" of the films has surprised the head of the community access program, Lanny Kraszewski. "Pittsburgh is the first major test of the use of cable for public access. A lot of cities now working on franchises will be watching us. Many other existing cable franchises come up for renewal in 1980 and they probably will be required to expand their public access facilities." DECEMBER SERVICE to those homes in the path of the early hook-up probably will be only the first tier of programming," Campbell said.

The first program tier will include the eight existing Pittsburgh TV channels and four community channels. "We expect to add tiers 2, 3, 4 and 5 to those homes by May. Right now, people in Pittsburgh will take anything just to get a good picture." Qube two-way service probably will be available by August or September, 1981, Campbell said. Thanks to the national attention Qube in Columbus is getting via such programs as NBC's studios and production equipment will be on a "first-come, first served" basis but that no one group will be permitted to dominate public access even if they are first each week or month. There also are limits of time, Campbell notes.

"There are only so many 8 p.m. time slots," he says. Air time also will be allotted on a first-come, first-served basis. NEITHER WARNER officials nor other area cable TV spokesmen appear too concerned by the use of home decoders to circumvent cable subscription. Until their legality or illegality is settled officially, the FCC has issued a warning that it is illegal to "manufac-'ture, import, sale, ship or use" any broadcast-related technology and equipment not approved by the FCC.

However, while the FCC has not approved the decoders currently in use throughout the country, the agency has approved the manufacture of TV sets with "random access" channel tuners in other words, TV sets with the decod "Speak Up America," Campbell is predicting a 60-65 percent Qube penetration here.
