Phe Star's Announcement Accepted as Authoritative. what is said at the capitol The Star's report of Mr. Charles A. Dana's con'erence with Mr. Tilden was a general subject of llscussion at the Capitol to-day.

Some democrats persisted In the opinion that Tilden will be a candilate, but they were few. Most of them regarded I'he Star's publication as authentic and as acsurately defining Mr. Tllden's position, senators Butler and George remarked that they were now jatlsfled that Tilden is out of the fleid. It was that the democrats In Congress were glvng more attention to the subject of their party somlnatlon to-day than at any time hitherto durng the session. This proceeded from a general icqulescence in the accuracy of The Star's statement.

The New York democrats In Congress are Ilvlded between Flower and Cleveland, with the najority favoring Flower. Representative Stevens lays that with Tilden out of the way the delegation will be for Flower, and that he can carry the itate. Mr. Stevens maintains that Cleveland cansot carry New York. He says that some serious llfTerences with regard to legislation In the recent general assembly have arisen between Cleveland ind certain elements of the party, which would jperate against the governor at the polls.

Mr. sterens says it, is absurd for Cleveland's friends to point to his majority when elected governor, that it was not Cleveland's popularity, but republican livlslon, that brought that about, and that with party lines closely drawn, as they will be next November, Cleveland could not carry New York. He las no doubt of Flower's ability to carry the state. Mr. August Belmont says that Flower can carry state, and the Indications now are that he will inve a majority of the delegates to be chosen on 18th Instant.

There is a feeling In democratic Mrcles against taking any New York man, on the ground, principally, that an outsider Is less lkely to excite factional animosities than a candllate from that state. in infuriated animal creates a panic on pennsylvania avenue. A large bufTalo cow driven from the county to he market this morning became overheated and itartea on a run down Pennsylvania avenue, makng a dash at every man and woman she met, runling over several people In her way and creating rreat consternation. This so enaged the animal that she made a break at the irowd and into the front door of Shllllngton's book itore, which was full of customers at the time. The cow followed in mad haste, makng the exit on street, and then rushed Into the illey close by, where hundreds of people collected ibout to witness her antics.

Mr. Snlllfngton made 1 hasty barricade In the rear of his store by tuning over a large table on its side, behind which he ilaced a fainting lady customer and a child. The sow stood panting under a shade tree In the alley, lo one daring for some time to pass by. SENATORS CONSULTING THK TBLRGRAPH OPERATORS? senator hawlet gives pr00p of the steadiness or his in othkk 1 PARTS OF THR CITT, Senator Hawiey was at the Capitol quite early to-day. He asked for news at the telegraph table, and gave directions that any dispatches for him should be held, saying he would be about the Sen- ate the remainder of the day. Mr. Haw ley was very calm, and In his usual good humor. As he stood by the blackboard on which bulletins are posted he picked up a piece of chalk and began to the remark, that Nsst once showed him how to draw faces.

With a few stakes he made a i striking likeness of Ben Butler. With this exhlbl- tlon of the steadiness of his nerves, he walked out or the Secretary's office. Senator Dawes dropped in and requested that bulletins be sent to the Indian affairs committee room, saying he was going there to do some work. Senators Allison and Hale were i at work early upon the consular and diplomatic bllL Senator Butler, after getting his mall, exam- i Ined the bulletin board. Senator George did not even inquire for news, but went straight to his desk in the senate chamber and commenced writing.

WHAT OTHER SENATORS DtO. There was a crowd collected about the bulletin 3 board at the Senate pretty much all day, but when i It became apparent that ballot was not likely to be reached by the convention before evening, some of the Senators went home, others, who nad com- fortable committee rooms to retire to. remained therein either wrlilng or discussing probabilities I with visitors. Senator Sherman remained in the library committee room, where he received all bill- letlns. Senator Don Cameron spent an hour or two In the naval committee room.

Senator Pike, about 2 p.m., read the buMetlns. He did not think Blaine could be nominated, nor did he appear to I entertain much hope for Arthur, though he la a tJ strong supporter of the President. ALL qCIKT AT TH? WHITE HOUSE. i Unusual quite prevailed at the White House to- day. The President was absent for a while in the early morning, but even after ills return he was let almost alone by Importunate callers.

Representative Nutting, of New York, brought amend to introduce, and a lady bringing with her a petition for a pardon saw him. Secretary Chandler made a firing visit. With these exceptions there was no Interruptions up to 2 o'clock. The President was kept Informed of the proceeding at Cht- cago by his private telegrams sent to Private sec- retary Phillips, who was In conierence with him a I great portion of the time. Nearly all the Itlnet officers will probably be at the White House this 1 evening, when there Is a prospect that the ballot- 1 lng will be progressing.

Senator Don Cameron la a guest at the White House, and It Is is 1 In conference with the President. secretary lincoln keeps Informed of the progress at Chicago, but gives no sign of being particularly interested, i Said a prominent official: "You would never know 1 from anything the Secretary does or says that a convention is being held. He thinks, though, that there Is only a Dare possibility that lightning may strike him." CROWDS WATCHING THE BULLETINS. A large crowd assembled on the corner of 15th and streets at noon and Intently watched the bulletins as they were posted In the Western i Union office window, and many conclusions were drawn and predictions made, but there was no betting. The crowd consisted mostly of department clerks who were out tor lunch.

Even after their 1 time was up and they had disappeared a great many people stopped to see how matters stood. It 1 was too early in the day for any excitement, however, and the people kept coming and going. Capitol EXPENSES OP CONTESTED ELECTIONS.
