The Pittsburgh Press Monday, April 15, 1985 South Side elderly moving into converted Morse school By Sam Spatter The Pittsburgh Press Rudy Yaksich, like many of the youngsters in his South Side neighborhood during the World War I years, spent many of his years attending classes at Morse Elementary School. Today, his widow, 71-year-old Martha Yaksich, calls the school her home. She is one of the first tenants to move into Morse Gardens, a modern 70-unit apartment for the elderly, which the Pittsburgh Housing Authority has developed at 24th and Sarah streets. Mrs. Yaksich was the second to move in.

She calls the move a "life-saving" trip because "I suffer from a heart condition, from arthritis and have been feeling ill. Now, I don't have to run up and down stairs, from one place to another, to do my washing and other chores," she said. Morse Gardens offers tenants such as Mrs. Yaksich elevator service to laundry facilities, a storage area, and an emergency alarm system in the apartments to summon help when ill, said Daniel A. Pietragallo, the authority's executive director.

He said this marks the first time that a former Pittsburgh school building has been converted into public housing. There have been a number of private conversions of schools into apartments. A ceremony to mark the official opening of the building was held around noon today, with city, authority and community officials attending. The project involved more than just a conversion of a building, Pietragallo said. The school had room for only 30 one-bedroom units.

To augment this, the U.S. Department of Housing and Urban Development, which financed the approximately $4 million development, agreed to have an addition built with 40 units. But, the additional units created problems for the authority because Morse School is one of 15 Pittsburgh public schoolich three privately owned the Pittsburgh History and Landmarks Foundation is nominating to the National Register of Historic Places. The exterior had to be restored in accordance with the U.S. Department of Interior standards for historic buildings, and that meant prior approval of design and exterior work by the historic organizations.

More important for architect Paul Apostolou, was the treatment of the school building and its distinctive features. Since he could not alter the design, he left the arched entrance intact but closed if off and placed a glass backdrop behind it. Inside, where the stairwell led to upper-floor classrooms, an open area with mirror-like walls was installed. The original school bell was mounted on the floor. donated by the Western Pennsylvania Conservancy, are displayed throughout the site.

This area allows residents to meet and relax while observing the neighborhood, Pietragallo said. Evelyn King, who will manage the building, said applications have been received for all of the units. However, each application must be checked to determine whether the person meets income guidelines. Single persons are permitted to have incomes of up to $9,500 per year. They pay 30 percent of their income as rent.

For some tenants, the apartments and their equipment may pose a problem because their former homes did not have various conveniences. Ms. King said, for example, that it isn't unusual to have tenants ask her how to operate the shower in their bathroom. They are confused about how to change the water flow from the bathtub to a shower. The school, built in 1874, was closed as an elementary school by the Pittsburgh Public School District in the late 1950s.

Wayne Shrader, 62, a retired maintenance supervisor for the Hempfield Area School District in Westmoreland County, died in his sleep yesterday, apparently of a heart attack while on a fishing trip. Mr. Shrader, of Fifth Street, Youngwood, Westmoreland County, died in Brookston, Forest County. He retired in 1982 after 36 years with the school district. An Army veteran, he served in Europe during World War II and was a member of the Veterans of Foreign Wars Post 211, Youngwood.

He also was a member of the Pittsburgh chapter of the Environmental Management Association and was its "Man of the Year" in 1968. Ten years later, he was "Man of the Year" for the Pittsburgh chapter of the Institute of Sanitation Management Association. He was a member of First Presbyterian Church of Greensburg, Westmoreland County; the National Rifle Association; and the Youngwood Sportsman Association. Surviving are his wife, M. Charlotte Hoffman Shrader; a daughter, Mara Tinsley of Greensburg; a son, Charles C.

of Warren, Warren County; two sisters, Kathryn Hilewick of Hunker, Westmoreland County, and Gladys Poorman of New Stanton, Westmoreland County; and four grandchildren. Ralph W. Elkins Duer Spring Manufacturing died yesterday of a heart attack at Ralph W. Elkins, an inspector for Sewickley Valley Hospital.
