4 The Pittsburgh Press Monday, June 24, 1985 METRO SBA to aid tornado victims Representatives of the Small Business Administration will begin visiting Western Pennsylvania counties today to help tornado disaster victims process loan applications. The SBA is offering low-interest loans to cover uninsured losses to homes or businesses. Norman Davis, SBA disaster field manager, said representatives from the agency will be on hand at county assistance offices to give out applications to homeowners, tenants and business operators who have suffered losses from the recent tornado disaster. They also will give advice on how to fill out the loan applications. representatives will be in the following county assistance offices on a one-day-a-week schedule: Airport safety checked Docks loose in Mon Sen.

Arlen Specter today inspected security procedures at Greater Pittsburgh International Airport and called for an increase in surveillance of checked baggage. and carry-on luggage. Specter expressed indignation over the bombings yesterday of an Air-India jetliner and said he would push for legislation to protect U.S. citizens traveling abroad. Under such legislation, he said, the United States should be able to prosecute anyone who murders a U.S.

citizen. Specter also called for the death penalty for kidnappings and hijackand said the United States and its allies should boycott all airports not meeting security standards "as rigid as those at Pittsburgh International Airport." During his tour of the airport, Specter reviewed runway security and watched as police used a dog trained to detect explosives. Worker injured on job the bridgework. A construction worker on the East Street Valley Expressway project was injured today when he was struck in the face by a 20-ton steel beam. Steven Bailey, 34, of 104 Alpine North Side, was listed in fair condition at Allegheny General Hospital with facial injuries.

The accident happened about 10:15 a.m. at McKnight and Evergreen roads, where crews are constructing a bridge ramp over that intersection. Symphony performs The American Wind Symphony gave its first performance last night since its floating stage, Point Counterpoint II, was cleared for Great Lakes travel by the U.S. Coast Guard in Cleveland. The symphony performed in Cobourg Harbor, Ontario, last night in a concert sponsored jointly by the towns of Cobourg and Port Hope. Coast Guard officials said symphony director Robert Boudreau was given permission to leave Cleveland late Thursday after a final safety inspection. Symphony officials said today Boudreau's next scheduled concert is in Sag Harbor, on Long Island, and he is presumed to be traveling on the Erie Canal toward that destination today.

Kelly Raymond N. Kelly, a real estate executive formerly associated with the Pittsburgh Symphony, died of cancer yesterday in Washington Hospital. Mr. Kelly, 61, of Amwell, Washington County, and formerly of Pleasant Hills, was president of Bassettown a real estate agency, since 1977. Before that he was an associate broker with the McMurray Realty Co.

He also was secretary-treasurer of the Greater Washington Board of Realtors. From 1963 to 1971, Mr. Kelly was controller for the Pittsburgh Symphony. From 1953 to 1963 he was treasurer for J. Edward Connelly Associates.

A graduate of Duff's Business Institute, Mr. Kelly was a World War II Army veteran. He was. a member off VFW Post 764 in McMurray, Washington County, the Elrama and Clairton sportsmen's clubs. He is survived by his wife, Amy Lee Kelly; a son, Alan B.

of Haddonfield, N.J.; two daughters, Laura Kelly Gable of Phoenix and Leesa Ray Kelly of Mt. Lebanon; his mother, Mary G. Kelly of Dormont; a sister, Hilda K. Moses of West Palm Beach, and a brother, Edward A. Kelly of Upper St.

Four sections of floating docks, worth almost $50,000, broke away from the southern bank of the Monongahela River this morning, but were quickly corralled by the Pittsburgh Police river patrol. Officer William Lorkovic said the sections, about 15 feet long and 4 feet wide, tied together side by side, had started to drift downstream from the river bank near the Fort Pitt Bridge. Police said the docks were placed in the river for the upcoming Three Rivers Regatta.

Police were uncertain who owns the docks. Lorkovic said the docks presented no danger to river traffic. Cheese distribution tion will distribute free surplus cheese and butter in six city neighborhoods tomorrow. Eligible persons include those receiving public assistance, food stamps, Medicaid or supplemental security income.
