Helen Parcell, a former teacher in the Washington public schools, died of pneumonia Monday at Washington Mrs. Parcell, 86, of Prosperity, Washington County, was a charter member of the Alice Gallagher Mission Society of Broad Street Baptist Church, and a member of the Washington Jefferson College Auxiliary. She also was a member of the Washington Current Events Club, the Washington Child Welfare Circle, and the Retired Public School Employees Association.

She married Washington County artist Malcolm Parcell on Aug. 14, 1937, and was a model for his paintings for many years. In addition to her husband, Mrs. Parcell is survived by a sister, Florence Gardei of Prosperity. Friends will be received from 2 to 4 and 7 to 9 p.m.

He was an avid tennis player and had been a member of the Junior Davis Cup team. Surviving are his wife, Nancy McWilliams Olson; a daughter, Cheryl a son, Keith all at home; his mother, Evelyn Burns Olson of East Pittsburgh; and a brotherDonald, of North Versailles. Mr. Rotunda, 82, of Stanton Avenue, East Liberty, also was a former constable in the 11th Ward. He( retired from both posts in 1963. The lifelong Democrat served on the Democratic City Committee for District 13 in the 11th Ward. Mr.

Rotunda was a member of Our Lady Help of Christians Catholic Church in East Liberty, the Italian Sons and Daughters of America, and American Association of Retired Persons. He is survived by his wife, Helen; a son, Ross J. of East Liberty, a daughter, Sister Judith Ann, principal of All Saints School in Etna; a brother, George of Sarasota, three sisters, Victoria Ventlo of Green Tree, and Gertrude Ventlo and Helen Mecca, both of West. Lake, Ohio; seven grandchildren and two great-grandchildren. Friends will be received from 7 to 9 tonight and from 2 to 4 and 7 to 9 p.m.

Ralph P. Olson Ralph P. "Sandy" Olson, a partner in Advanced Training Systems Co. of Murrysville, Westmoreland Jack S. Loynd, an attorney and Mired vice president of labor rela-tififfis for Allegheny Ludlum Industries, died of a heart attack Monday at Presbyterian-University Hospital.

Mr. Loynd, 66, of Holland Road, Churchill, underwent open-heart surgery July 10 at the hospital A labor attorney who was considered an expert in steel industry negotiations, he was nicknamed "The Judge" by negotiators for the United Steelworkers when he served as a member of the Steel Companies Coordinating Committee. 'The Brackenridge native was a graduate of Har-Brack Union High School, Kiski Prep School and Washington Jefferson College. He studied law at the University of Virginia and the University of Pittsburgh. He was an attorney with the law firm of Smith, Buchanan and Inger-soil from 1944 to 1955, when he joined Allegheny Ludlum Steel Corp.

as industrial relations counsel. He was named vice president of labor relations in 1974, holding that Edition until his retirement in 1980. then resumed private law practice in Tarentum. Mr. Loynd served as board chairman of Sherwood Oaksra life-care community, director of General Press Inc.

He also had been a director of the Pittsburgh Legal Society and a member of the American Iron and Steel Institute, the Pittsburgh Personnel Association, the American Society for Industrial Security, the Army Ordnance Association, and the International Society for Labor Law and Social Legislation. Surviving are his wife, Eva; a daughter, Jennifer Cowherd; two sons, Scott and Geoffrey, a sister, Barbara Uncapher, and a brother, James. Visitation will be from 10 to 11 a.m. Friday, followed by memorial services at St.

Stephen Episcopal Church, Pitt Street, Wilkinsburg. Burial will be in Homewood Cemetery. The family suggests that memorial contributions be made to the Loynd Fund, Chautauqua Institution, Chautauqua, N.Y., or to St. Stephen Episcopal Church or the American Heart Association. Allegheny Growth Center One will be owned and operated by Southwest Pennsylvania Economic Development District, a non-profit corporation that oversees economic development in a nine-county region of Southwestern Pennsylvania. Known as SPEDD, the organisation was formed in 1966, and was the Appalachian Regional Commission's local funding conduit from its founding until President Reagan pinched off public works funds in 1980. Since 1980, SPEDD has concen- ting machinery, and the repair of computer-driven servo-motors.

"These new businesses will expand geometrically if they succeed," Vidic explained. "That's where the jobs come from. "The way it goes, a new firm starts out in the incubator and is able to serve its markets and enjoy a fine employee-to-capital ratio. When the markets expand and cashflow problems creep in, they can get a bank loan because they have been spared all the normal start-up costs and aren't deeply in debt. "At the second level, after three years, if they're strong they can tolerate a conventional loan.

If not, they may have to seek venture capital. The real return on investment doesn't come until the fifth incubator center, where enterprising businessmen can set up shop under the county's economic umbrella for the five years it takes to make a new venture succeed. There the county, through SPEDD, will run a business services center to assist with capital formation, procurement, foreign trade, accounting, management, architectural services, secretaries and job training. Upon graduation from the center, new businesses will be required to expand in the Mon-Yough region as a precondition to assistance. SPEDD Executive Director Lou Vidic operates such an incubator in Wexford, where seven firms employ 82 people in high-precision toolmak-ing, robotics, diamond-tipped-cut trated on economic development, a new direction that gave rise to the Ben Franklin Partnership program, by which Pennsylvania pumped $20 million into its ailing local economies this year, mostly for research and capital formation ventures.

Prospective tenants at the Glass-port center include a firm that controls a patented process to make fireplace logs from coal and companies that package wire, coat pipe and fabricate electrical hardware. Eligible firms must be light manufacturers, as labor intensive as possible because the project's main purpose is to create jobs for dislocated mill workers.
