The presentation is heing made in Washington tonight at a dinner for Orville Wright, one-time winner of the award, on the 40th anniversary of his first flight at Kitty Hawk. The Collier Trophy was established in 1911 by Robert J. Collier, son of the founder of Collier's Weekly. It is awarded each year for "the greatest achievement in aviation in America, the value of which has been thoroughly demonstrated during the preceding vear. No name is more worthy of place on the famous trophy than that of "Hap" Arnold, the first fourstar general in Army aviation history.

"Hap" Arnold Has Been Flying for 32 Years Henry Hurley Arnold learned to fly with the Wright brothers in Dayton, Ohio, in 1911 the same year that the Collier Trophy was established. He holds Civilian Airman's Certificate No. 29. Born in Gladwyn, General Arnold was graduated from est Point in 1907 and in 1912 had set an altitude record at 6,540 feet. In World War I he rose from a post in the information service of the Signal Corps to Assistant Director of Military Aeronautics, operating 30 flying schools for 125,000 enlisted men.

Tough, tireless and tenacious, he fought for greater recognition of air power ceaselessly down the years even taking "banishment" to a quiet post for championing "Pilly" Mitchell 5n 1925. Our Army Air Forces, under General Arnold, have expanded from 1.WM) officers, 19,000 enlisted men and 3.900 planes in 1938 to a globe-encircling force today that is well on its way towards a goal of 2,500,000 officers and men and 100,000 planes. General and Mrs. Arnold live at Fort Myer, Virginia. Of their four children, Henry Ilarley, Jr.
