As WTAE program director Judy Gi-rard says, "The ramifications are many I think the cost of doing business just went up, and the health of the market just went up." Lorimar-Telepictures, producers of such shows as "The Waltons," "Dallas" and "The People's Court," has long been a major force in television production and syndication.

It has a reputation for being a well-financed, well-run company, but it is relatively new to station management. Lorimar owns only three U.S. stations at this time, but in May it agreed to buy seven others, in such markets as Boston, Detroit, Miami and San Diego. With Tuesday's announcement of the proposed addition of WPGH (Channel 53) and WTTV in Indianapolis, Lorimar's new broadcasting subdivision would own 12 stations representing 13.5 percent of U.S. households.

The FCC limit on ownership is 25 percent. Alan Bell, senior vice president for Lorimar, does not foresee any more acquisitions in the near future. "We have to master those acquisitions we have and make them the best possible stations we can. There was a period of purchasing and a period of upgrading. Right now, we're in the period of upgrading." Bell was reluctant to speculate on what "upgrading" would occur at WPGH.

''It's really not our station yet." He did say, however, that Lorimar's knowledge of, and access to, programming, and its "promotional savvy and know-how" would be its main contribution. Bell also said Lorimar was "very impressed with what WPGH has done so far," and has no intention of making wholesale changes at the "station. "Stations have to be run locally. He admits that Lorimar would rather run an independent station, but says "Fox is at least a decade away from realistically forming a new network, so that doesn't change anything." WPGH's Saltzgiver doesn't have much information on the sale, and no information on any management changes, but he thinks the sale could be a benefit. "I'm optimistic. When all is said and done, Lorimar is going to be an important broadcasting service. They'll be one of the largest in the country, and in that respect, we're happy.1' AWARDS KDKA-AM reporter Alan Jennings has won the "National ReportingIndividual Achievement Award" in the UPI 1986 National Broadcast Awards competition. In addition, the station's "90-to-6" broadcast won the "Best Radio NewscastNortheast Region" award.

Even though it will be part of Lorimar-Telepictures, WPGH will not be required to run Lorimar programs, and Lorimar programs will still be available to competing stations. That's good news to WPXI, which carries "The People's Court," and WTAE, which recently contracted to carry two new Lorimar sit- corns, "Mama's Family" and "One Big Family." Both Ms.

Girard and WPXI general manager John Howell say they do not expect the sale to affect their programming. "Lorimar recognizes that some shows just do better for them on a network affiliate station," Howell said. According to Bell, the sale represents a perfect match of interests, between Lorimar and Meredith. Lorimar wants to acquire independent stations because they're natural markets for its programs; Meredith wants network affiliates in high growth areas, primarily the Sun Belt. So even though Pittsburgh is the largest market in which Meredith had a station, it didn't fit into its long-range growth plans.

Bill McReynolds of Meredith says the main motivation for the sale was the $35 million price tag, but he admits that WPGH's location "could have been a factor." WPGH's dealings with the newly formed "fourth network," the Fox Broadcasting present another interesting complication. WPGH will air Fox's Joan Rivers talk show beginning in October, and intends to join the Fox network by airing its prime-time programs next spring. WPGH's contract with Fox conflicts with Lorimar's preference for independent stations. It also conflicts with Lorimar's rumored desire to start its own fourth network, though Bell insists Lorimar has no interest in doing so.
