Richmond papers of Tuesday have been received, but they contain no news from Sherman.

Gen. Joe Johnston has issued a address to the troops of his command. He was in Charlotte on tbe Gov. Brown, of Georgierin his address to the Legislature, complains that Georgia was abandoned to her fate by Davis, and says that the cnly time Sherman could have been re? slsted was when he set out on his march east. He advises the formation of State troops not to be made under Davis In any emergency.

He opposes the arming of slaves, and deems them of most use as laborers, and assigns as a reason tbat tbey do not ron off is because they fear to be put in the Yankee army, and says that if they were placed in the rebel army they would desert by thousands. Gov. Brown calls tor a convention of the State to amend tbe constitution, and closes in the following language: "My destiny is linked with my country. If 1 sncceed I am a free man. If by the obstinacy and weaBness of our rnlers we fall, a common ruin awaits us all.

Our sympathies have been so much with the large portion of the community who are accommodated by riding at the cheapest possible rate that we have been very mueh disinclined to admit tbe necessity for an advance upon the present rates of fare. We knew the lare of 5 cents was very much below that in any other city in tbe country for the same length of travel, and we were aware that tbe running expenses of the road have more than doubled since the commencement of the war, and especially in this city, in consequence of the government competition for horse feed, have increased much more proportionally than at any other point, bnt we hoped that despite these drawbacks the companies would be able to weather it with perhaps the omission ol a dividend or two. Bnt an examination of the facts in the case forces upen us the conviction that the running expenses ofthe roads now so the income that the question of an i of fare is one literally of life and death to the companies. In common with the community at large we have seen the street cars at times overflowing with passengers, and supposed that the roads were doing an excellent business. But the deceptive nature this seeming prosperity is shown when we estimate the immense number of transfer passengers (more than onefourth of all) who crowd two sets of cars with the same freight; and another fast is usually lest sight or, and that is, that the crowded cars which meet the eye are those running in the middle portions of the day, as the morning and evening cars generally run light.

Aa exact average of the number of paying passengers to each car on the Washington and Georgetown road shows but 15? to each trip, we are informed, and we presume that on the Metropolitan road the number is considerably less. The price at which city railway stock has been sold is equally deceptive as an argument again.t an increase of fare. The fact is that the community lias been bitten with the idea that etreet railway stock was a sort of Fortuuatus income producer, and have scrambled for it in a way that has run it up frequently to high figures; an experiment not likely to be repeated bj many of them, in view ofthe only moderate rates of interest heretofore paid, and the fact that dividends are likely to be few and far between in future. The street cars have now become an indispensable necessity, and the qnestion is whether the companies shall be broken down beyond hope of adequately accommodating the public, by forcing them to run at a ruiuous lose, or whether they shall be enabled to keep their heads above water by a moderate increase of fare, temporarily. There is no danger, we take it, that Congress will in any event grant them an increase of rate one moment longer than the present enormous running expenses of the roads justifies.

Affairs in Georgetown. SrskCH ov Matok the close of the polls in Georgetown on Monday last Mayor Addison was called on by an immense assemblage in front Lang's Hotel for a speech, when he addressed them as lollows: Fellow Citizens: If you will give me a little more room, stop your cheering and be quiet, I will talk to you awhile, but I would much rather, at this hour, be in bed. It so happens that I stand now in the identical spot wbich I occupied just twenty years ago to receive the kind congratulations my friends on my first election to the Mayoralty of this town. With an Intermission of two years, only, I have been regularly re-elected to that office up to this day, and have beaten every candidate that has been arrayed against me. Very few men, anywhere, can be proud over such an almost unbroken triumphs and snecesees.

And, what is somewhat remarkable, these victories have almost always been achieved when my political party in a hopeless minority. At times, too, when it waa the fashion of my present opponents to sneer at and vilify Abraham Lincoln, and to denounce me as a recklees Black Republican, and to dta down upon ir.e the fury aad power of popular prejudice and deep-toned political animosity. But the present effort to awe and intimidate me has hardly a parallel in tbe annals of part audacity, and about which I have a few word's to say. At the outset of this contest, a club of twenty.three people, as obscure insolent, calling themselves mon ordered me not again to be a candidate tor the office of Mayor, as (hey wanted aman to be elected of their own standing and claims upon the people. Of course I treated that order with all the contempt it deserved, and became a candidate at the request a number of well known and decidedly decent people, men oi property and men of character.

But it was soon found that the club had a good deal of trouble on band, as they had no fit person among themselves to run, and could find no fit man, outside of the club, who would consent to receive their nomination. Now, what a disgusting spectacle is here obscure and irresponsible ignoramuses assuming to dictate to fourteen thousand people how and by whom their municipal government shall be conducted. As well might of the smallest kind of mice assemble in a tin cup to make rules and regulations for tbe management of a first-class menagerie. In their desperation they went, as the last retort, te Dr. well known spiritualist, who, alter rapping and tipping the tables, told them that the wisest of the spirits were decidedly or opinion tfcat Geo.

Hill, was their only available man. In consideration of the value of this disclosure from the spirit world, the "tin cup club" directed the Corporation of Georgetown to bless the said medium with a salary of six hundred dollars per annum for spiritual services to the club aforesaid, aud thereupon George Hill, was nominated with a due degree of enthusiasm. The medium was then directed to ascertain from tbe other world the probable success of tbeir candidate. On this occasion the tables were fearfully agitated with the revelation that the medium mnst call immediately on President Lincoln and have Addison withdrawn from the contest early on the day of election, when the course would be clear and success certain. Brown, Washington city, that this was the scheme, and that it could not fail. But that order did not eome, and you now, my fellow-citizens, inform me, with all this noise and confusion, tbat Addison is again elected by something of a rail-splitting majority. The good Doctor has just informed his deluded friends of tbe tin cup that he bad received another despatch from a very familiar old spirit that all of tbe brethren had been overtaken with a sudden contempt for the tin cup convention, and -tad lost all confidence in the loyalty of Hill, ss was his fashion to spell loyal liei," further, that he bad been lying about his attending soldiers' and that Addison bad the proof, ln black and white, tbat both Hill and the medium had refused to give a dollar for tbe families of the soldiers in while he (Addison) had given bis mite of Tbe medium, too, made the startling disclosure that all tbe spirits bad voted the Lincoln ticket, in November last, aud that they were very mad with Hill and the tin cap convention because they refused to subscribe a dollar to pay the expenses of Father Abraham's election, while "old Addison" had freely given one bundred dollars, and that he had the proof of this lrom "headquarters." The medium, too, was much exercised at the further message that Dr. Charlea H. Cragin was a humbug of tbe tin.cnp stamp.

Tolbert, arrived here this morning at o'clock, from City Point, with the mails and an unusually large number passengers, including many females. On the contrary the Richmond papers are particularly gloomy in their tone, showing that Sherman is pursuing his victorious career unchecked. A large number of deserters came into our lines on Tuesday night. Seventy-six were brought np on the City Point, and turned over to Provost Marshal Ingratiam. The City Point touched at Point Lookout, and landed twenty-five prisoners of war sent up by tbe Provost Marshal General of the Army of the Potomac. Quite a number of prisoners captured hy Gen'l Schofield have reached Point Lookout within the past few days.
