J. H. Barllett stated that under the call for the quota of the Third Ward was and that under the rail for it is now only 111. The people had already done considerable to aid the ward, but there were many on the hat wbo were over age, and would not even go to the trouble of making an affidavit for tbe purpose ot getting their names erased, when they vf ere assured it should cost them nothing. Mr.

Lamer stated men in Government employ in Washington, from Nortberd cities, had put in substitutes in this city to save the trouble of going Borne for one, and that said men cost $10. here, and that 70U bounty is atlowed ssid man to pay for his substitute, he making STOO by the transaction. He considered it utterly impo-sible to raise half the money necessary to clear ihe ward of the draft.
