Gail Goettler, M.D. 1030 E. County Line Rd. Indianapolis, IN 46227 I (317) 887-6060 StFrancisDoctors.org The two Republican candidates running for a seat in the Indiana Senate are focused on creating additional jobs, improving education and seeing the state do a better job balancing its budget. Rodric Bray, of Martinsville, wants to keep taxes and state regulations low so that businesses want to expand or locate in Indiana.

He also wants community colleges and trade schools to increase their campuses and enrollment throughout the state. Ryan Goodwin, of Mooresville, wants to find out what ideas, concerns or frustrations teachers and administrators have about reforms the legislature has passed over the past year and a half. Their feedback on requirements including linking evaluations to their pay will help determine whether anything needs to be changed. This eventually will ensure a better education for workforce, he said. Goodwin also wants to see local governments given more control on how they can spend money for local projects and improvements.

And both candidates want to stop seeing unrealistic state revenue forecasts when time to plan for the budget. Bray and Goodwin will face off for the District 37 seat in the May primary, which includes western portions of Johnson County. The winner of that race will take on Democrat Jim S. Cahill in the November election. Goodwin want to spend time judging whether the education reform was good or bad but wants teachers involved as the state moves forward with the changes.

of it absolutely needed to be done, but we also need to make sure we restore those relationships and restore that dialogue so (education) can be effectively changed. We need lawmakers making changes in a he said. Cooperation between school districts and lawmakers about whether any of the new requirements need to be adjusted, and how, will mean a greater education for students a greater chance for them to find jobs as adults, Goodwin said. Bray supports the changes that have been made in education but said they need to be watched to see whether adjustments are needed. He also wants to ensure students have plenty of opportunities to continue learning after they receive their high school diplomas.

Community colleges such as Ivy Tech have begun partnering with high schools and creating additional campuses throughout the state, and he wants to see that grow. in my opinion, is one of the best ways for (residents) to increase their standing in life and increase the average per-capita income of Indiana he said. Both candidates support the plan to phase out inheritance tax and said taxes need to be kept low to encourage job creation. And while reasonable regulations are needed, the state needs to keep regulations low so that businesses are more open to the idea of relocating to the state, Bray said. He cited discussions during the most recent session about runoff from farm fields as an example.

The topic of runoffs needs to be discussed, but lawmakers discussing such topics also need to be mindful of the impact have on the workers of large and small farms. Ultimately the legislature is responsible for ensuring employers are bringing work to Indiana, not with creating the jobs themselves. who says that the government or the state of Indiana needs to create those jobs is a little bit Bray said. Goodwin also wants to see local governments receive more control over how they spend what money they have. If a county has money in its general fund that could be used for infrastructure or road repair, then the county should be able to make the decision to use that money and it be restricted by the state, he said.

Goodwin and Bray want to prevent using inflated revenue numbers being used when creating the budget. Bray expect the economy to show any rapid growth over the next two years, and if he sees a budget built around a booming economy call for a more practical budget. Ultimately it will be up to each lawmaker to sit down and ensure that the numbers being proposed within the budget are accurate and reasonable, Goodwin said. need to have true conservatives that are committed to truly balanced budgets instead of budgets that look he said. Goodwin often works with small businesses as an insurance agent, and those experiences, along with his experience on the Mooresville Town Council, Morgan County Council and as a volunteer deputy best equip him for office, he said.

Bray, who has practiced law for 18 years, spent part of that time working as city attorney and saw how policies can positively and negatively impact local governments. One example involved storm drainage and required the city to make costly changes to infrastructure. The regulation was needed, but sometimes lawmakers always consider the cost and impact on local governments, he said. That perspective, along with working as the Morgan County Republican chairman for seven years, best qualifies him, he said.
