B8 Asbury Park PressWed. March 31, 1982 Juvenile program, works Ocean Avenue bridge closing bridge open from 5 p.m. to 8 a.m. and Police i probing accident OLD BRIDGE TOWN-SHIP State police are investigating the cause of an auto accident the Garden State Parkway Monday that left a Keyport woman dead. Rebecca A.

Beck, 251 Atlantic was killed after the car she was driving went off the southbound lanes about 1:45 p.m. and struck a guard rail on the center median at mllepost 121.6, state police disptach: er Michael Jamnick said. The accident happened about two miles from the spot in which two teenagers drowned when, a car in which they were riding crashed into Matawan Creek. Six other passengers were in the car and three are still in the hospital. well because those involved get input from throughout the community.

"What't were doing is trying to stop crimes before they are committed. No one likes to deal with nasty kids, but we all must take a hand in straightening them out" Stumpf also said juvenile delinquents can often be better handled at less cost by using facilities other than state-run institutions. "This, he said, "costs the taxpayers $126 a week for unlocked detention facilties, and $149 for those that are locked, and the average stay is 45 days." Members of the Scotch Plains Township-Fanwood program told how they worked with 48 student leaders by welding them into teams to handle all local problems. Last summer, the team chartered a bus and took the students to summer camp in New York State. Police in Scotch Plains and Fanwood noted along with school officials how effective the program had been in controlling juvenile FREEHOLD TOWNSHIP A statewide program that puts community officials in touch with Juvenile delinquents is working, organizers told more than 200 police, educators and civic leaders here yesterday.

The discussion came during a one-day seminar arranged by the State Community Organization Program to discuss methods of combating adolescent violence and vandalism. The program was sponsored by the Monmouth County Violence and Vandalism Task Force, and the Monmouth County office of the state Department of Education. Both county Prosecutor Alexander D. Leh-rer and county Superintendent of Schools Milton G. Hughes, who have been active in forming the task force, participated in the session.

Ms. Gale Kavanagh, coordinator of training for the state Department of Health, explained aims of the program. She told how individual towns could send teams to participate in three-day seminars sponsored by the state to "get the handle" on dealing with youths in trouble. Sgt. Donald Stumpf, juvenile officer of the Bergenfield police, and one of the pioneers in the statewide program, emphasized that police and school officials and others must reach students "in the elementary grades if they want to sell themselves." "Once they reach the high school level, he warned, "it's too late and they already have adopted a pattern of crime.

It's then too late to tell them that crime does not pay. "I can illustrate with a kid in New York we will call Tyrone. He makes $2,000 a week clear and dresses in a leather jacket and clothes that cost several hundred dollars. He makes his money by operating from a street corner and supplying drugs through young pushers. When the narcotics officers shake him down, he's always 'clean' and they can't do anything with him.

"When it's time to go home, his dad picks him up in a new Cadillac that he's too young to drive. This is the reason why its hard to convince older kids that crime does not pay." Since Bergenfield adopted the program several years ago, Stumpf noted, it has worked BELMAR The Ocean Avenue bridge over the Shark River will be closed for repairs beginning in mid-April. The bridge, operated by Monmouth County, needs repairs to the foundation supporting the south leaf of its drawbridge section, said the county engineer, Charles B. Van Benschoten. Repairs are being funded by a $775,000 appropriation by the county Board of Freeholders.

A contract for the work was awarded to Thomas Proctor Co. Long Branch, a firm specializing in bridge and bulkhead work. Ed Kiely, secretary-treasurer for the company, said they are awaiting shipments of steel needed for the repairs. They expect to begin work the second week in April, Kiely said. Boat traffic will not be affected by the repairs because the passage will remain open, he said.

The contractors have permission to close the bridge to motor traffic until May 28, the beginning of the summer season. After that, they must keep the on weekends, Van Benschoten said. Motorists will use Fifth Avenue to Main Street, on the Belmar side, and Sylvania Avenue to Main Street on the Avon side as a detour, said the county traffic engineer, Richard Sweet. The deepening of the channel by more than 20 feet has exposed bridge pilings to the water. Reconstruction plans call for surrounding the pier with sheet-steel pilings, cleaning out the hole beneath, and filling it with concrete, Van Benschoten said.

Sweet said a 1980 survey showed an average daily traffic of 4,900 vehi-' cles over the Ocean Avenue bridge. Signs are being posted to notify motorists, and police departments up and down the coast are being advised of the planned repairs, he said. Part of the $775,000 also will fund reconstruction of the storm-damaged fender on the northeast side of the bridge, but that work still is in the planning stage, Van Benschoten said. Child killer eligible for parole Press State House urea a TRENTON William W. Rasiewicz, Lake-wood, sentenced in 1977 to 28 to 30 years in prison for killing his 18-month-old son two years after he murdered another son, will be eligible for parole in October.

Rasiewicz pleaded no contest to the murder of infant son, John. Although he said he could Hot remember whether his son died in 1973 or 1974, the Ocean County prosecutor's office believes the infant died in 1974. Rasiewicz told investigators he recalled spanking the infant because the child was crying. He said he did not discover that the child had died until the following day. Two years earlier, Rasiewicz received a similar sentence for murdering his 4-year-old son, William Anthony, in Howell Township during 1972.

Rasiewicz is among those who were scheduled for a hearing before the State Parole Board this month.
