The second chapter of the two-part NBC miniseries "Princess Daisy" climbed to 12th place. The lowest-rated show once again was NBC's "First Camera," and once again the five bottom shows were all NBC's.

In descending order, they were: "Mr. "St. Elsewhere," "Jennifer Slept Here," "Bay City Blues" and "First Camera." CBS maintained its lead among the: evening news shows, but ABC moved ahead of NBC. The ratings: CBS 14.5, ABC 12.1 and NBC 11.7. LOS ANGELES CBS left its rivals In the dust in the Nielsen ratings last week, leading the Top 10 with its ever-popular "60 Minutes" and "Dallas" and the first night of its touted mlniseries "Chiefs." CBS finished more than three points ahead of NBC and ABC, which tied for second place in the ratings for the week ended Nov.

13. It was the first time this season that NBC did not finish last. Led by "60 Minutes," CBS' shows placed one through five in the Top 10. Only three shows in the Top 10 were not CBS. The victory for the seventh week of the fall season was a comeback for CBS, which fell behind ABC the previous week.

After "60 Minutes" was "Dallas" in a close second and the opening chapter of the CBS miniseries "Chiefs" was third. The spillover into prime time of CBS' coverage of regional NFL football games tied for fourth with CBS' "Simon Simon." NBC's "The A-Team" was sixth and its "TV's Greatest Censored Bloopers" was seventh. ABC's "Dynasty" was eighth. CBS' "Falcon Crest" and "Magnum, P.I." were ninth and 10th. CBS won the A.C.

Nielsen Co. survey with a network average of 19.6. NBC and ABC tied for second with an average of 16.3. The networks say this means that in an average prime-time minute, 19.6 percent of the nation's TV homes were tuned to CBS. CBS also was ahead in the November sweeps.

The Nielsen survey for Nov. 3-13 showed: CBS 19.4, ABC 16.8 and NBC 15.1. The Arbitron ratings for Nov. 2-13 were: CBS 18.8, ABC 17.1 and NBC 15.2. During the month-long sweeps, which occur three times a year, both services rate local television stations to determine their advertising rates.
