The Jayhawk State received $381 million, or $169.17 per person. Kansas' low standing was particularly interesting since the federal aid programs are believed to favor rural states. Nine of the ten top ranking states in per capita federal aid are the least populous in the nation. In fact, federal officials said the major elements in the aid race are the various aid formulas, which are generally weighted in favor of rural states, the relative power of congressional delegations and the alertness and know-how on the part of state and local governments on how to pursue aid. "An incredible part of it is organization, skill and grantsmanship," said Rep.

a ten tin eS VIou I en tin A. Assorted Chocolates B. Fancy Heart Red Foil Hearts Benjamin Rosenthal, The total aid figure for Kansas is somewhat misleading since it does not include direct payments from the government to individuals. Thus, about $250 million in agricultural subsidies to Kansas is omitted from the total aid figure. In total agricultural aid, Kansas ranked 16th.

The only four states receiving less than Kansas were Indiana Iowa Wisconsin ($128.28) and Ohio Alaska Wyoming and Vermont ($337.94) topped the per capita aid list. The rest of the top ten were West Virginia, New Mexico, Hawaii, Mississippi, New York, South Dakota and Montana. The total amount of federal aid to the states was $45.8 billion in fiscal year 1974; $1.9 billion less than in 1973. But Kansas received $10 million less in 1974 than in 1973, The largest chunk of federal aid in Kansas came from the revenue sharing $56.9 million. The Highway Trust Fund poured $52.8 million into the state.

The fund helps pay for interstate highways and some primary and secondary roads. Kansas also received about $35 million in various agricultural including food stamps, child nutrition, rural conservation and price support donations from the Commodity Credit Corp. The state received $31.3 million in welfare assistance, which includes aid for the ONE OF A SERIES aged, blind and disabled, families with dependent children and emergency welfare assistance. Another $41 million was spent on medical assistance, primarily Medicaid. Other possible reasons for Kansas' low standing are: communities are so small that they lack the knowledge and manpower to plow through the paperwork and guidlines required to apply for and win federal aid.

state has only two major urban centers Wichita and Topeka and thus the money from many urban oriented programs such as housing grants doesn't find its way to the state. relatively few Kansans are on public assistance, one of the largest federal aid categories. States their overall rank with huge with large urban centers boost grants in this area.
