Asbury Park PressWednesday, March 14, 1990 C7 a. Obituaries Deaths Elton D. Kohr owned Kohr's Frozen Custard i ELTON D. KOHR 87, of Miami Shores, formerly of ASBURY PARK, died Thursday at Villa Maria Rehabilitation Center, North Miami, Fla. Mr.

Kohr was the proprietor of Kohr's Frozen Custard, with boardwalk stands in Asbury Park, Point Pleasant Beach, Seaside Heights and Seaside Park. Mr. Kohr invented the direct expansion freezer, a machine that freezes soft ice cream. He developed the term frozen custard to provide the public with a novelty dessert, he said in a 1 986 Asbury Park Press article. Later models of the freezer are still used in Kohr's Frozen Custard stands.

"I thought up this frozen custard idea and it took off, I might as well say, overnight," Mr. Kohr said. At age 84 in 1986, Mr. Kohr still visited his Asbury Park stands to "make sure things are done top-notch," he said. "If ever we needed any kind of financial assistance putting on a pro motion, he would be there.

I always understood him to be a gentleman," said Marvin Goldstein, Long Branch, owner of the Convention Hall Peanut Shop. "He was always there helping." He started his frozen dessert business in 1920 in York, and opened his first Asbury Park stand in 1 926. "He was a great guy to work for, a real down-to-earth person," said Brian Thawley, who started working for Mr. Kohr at age 9, with his father, George Thawley. Thawley, Point Pleasant, and his father managed Mr.

Kohr's Asbury Park stores, working there for more than 20 years. "Even though he had all that business, it didn't change him, he was the same person," Thawley said. "Everything superlative you can think of applies I think he did a lot for (Asbury Park). He contributed a lot to building that boardwalk, but he didn't like the spotlight," Thawley said. He was a member of Heidelberg United Church of Christ, York; the Asbury Park Chamber of Commerce, which honored him with a Carousel Award in 1986; the Miami Shores Country Club; the Committee of One Hundred, Miami; the Seaside Businessmen's Association; the New Jersey Resort Travel Association; International Amusements Association; Parks Pools Association, and the International Association of Fairs and Exhibitors.

Leonard S. Karp State Insurance Department spokesman Press Staff Report MOTOR CLUB OF AMERICA yesterday announced it has stopped writing new private passenger automobile insurance policies in New Jersey and intends to drop out of the state's auto insurance market. The announcement makes MCA the fourth and largest auto insurer to say it will withdraw from the market, though two said their reasons were unrelated to an insurance-reform law enacted Monday. Patrick J. Haveron, vice president and controller of MCA, said the firm was pulling out to protect its shareholders.

Insurance companies have said they won't simply accept the new law, which in part requires them to pay off $1.4 billion of the Joint Underwriting Association's $3.1 billion debt. The companies aren't allowed to pass the cost on to their customers. policies, he said. Companies are required to submit withdrawal transition plans, which Haveron said MCA had done. Karp said such plans are intended to promote stability within the industry, meet policyholders' needs and allow agents to arrange to work with other insurers.

"Our goal is to protect policyholders, plain and simple," Karp said. He said it could take up to five years for a company to find new carriers for their customers. He said the attorney general's office was investigating possible legal action to ensure companies comply with state requirements. Allstate Insurance Co. officials have said they will try to block the law in court, and now MCA has joined ITT Hartford Insurance Group's Twin City Fire Insurance Co.

in saying it won't write policies. Colonial Penn and Cigna Corp. insurance companies said they were withdrawing for different reasons. MCA insures about 49,000 vehicles; Twin City about Cigna, andColonial-Penn, 12,000. "We're not talking about a lot of cars," said state Insurance Department spokesman Leonard S.

Karp, who noted there are 4.2 million vehicles in New Jersey. About 146 other companies are writing.
