A24 Asbury Park PressWed, Nov. 7, 1984 Educators to discuss impact of change Mount Laurel lawsuit, settled for $1.4 million Midge Guerrera, director of the performing arts program at Red Bank Regional High School, Little Silver, will participate in a workshop on the fine and performing arts in the vocational school structure in the state. Doris Townes, librarian of the Belmar Elementary School, will preside over a panel that will discuss child abuse. James F. Clemente, a teacher at Brick Township Memorial High School, will be part of a program on the Scholastic Aptitude Tests.

And local teachers will be in lation to clean up hazardous waste sites, will address the convention. The convention, the largest gathering of educators in the world, will attract more than 30,000 guests. Besides the nationally known speakers, dozens of individual workshops will feature representatives of school districts in Monmouth and Ocean counties. Among the local participants will be Judi Owens, chairwoman of the NJEA's minority caucus and a teacher in Asbury Park She will be a panelist on an urban education program, "The Future of Our Cities." volved in discussions on physical education, music and ways to teach world peace through cultural exchange. i The Lakewood High School Stage Band and the Monmouth Regional -Sounds of Joy ensemble will participate in the musical performances for the convention.

The association also will give awards for excellence to New Jersey school graduates or teachers; track stars Carl and Carol Lewis; Sen. Frank Lautenberg, and New York City Mayor Edward I. Koch. The convention will close with a business meeting Saturday. Jeffrey Fogel, executive director of the state chapter of the American Civil Liberties Union, yesterday called the settlement a novel approach to the state Supreme Court's Mount Laurel decisions requiring low-cost housing in state's growing communities.

If the proposed settlement is approved by the township committee and a Superior Court judge, the community would have six years to construct 513 low-cost units, including about 300 mobile homes to be set up on 30 acres.
