A 'Count of winners and losers would have More Black Babies Are Adopted PORTLAND, Ore. (AP) An Oregon adoption agency says a nationwide survey shows that the number of black babies adopted by white families in 1970 tripled over 1968. Nationally, more than 2,200 black babies were adopted by white families in 1970, compared to 700 such adoptions in 1968, said Charlie Olds, associate director of the Boys and Girls Aid Society of Oregon.

In Washington, a spokesman for the Department of Health, Education and Welfare said the survey was limited but that the trend shown was valid. "Five years ago we didn't dream of figures like that," says Stuart Stimmel, director of Boys and Girls Aid. Olds said several states, notably New York and California, have far more minority race babies needing homes than can ever be placed. But in many states, he added, minority race children are easily placed. Olds and Stimmel have suggested establishment of a nationwide organization to take the backlog of children needing homes in one area and send them to an area where they can be easily adopted.

Stimmel said some 40,000 black, Puerto Rican and Chicano children are in foster homes throughout the United States and need permanent homes. Olds, whose survey of adoptive placement agencies in the United States covers only black children, said that in 1970 one-third of all black babies put up for adoption were placed with white families. In a few Washington, Wisconsin and families adopting black babies far outnumber black families adopting black babies. Olds said that in 1968 when he started the survey some states would not place black children with white families. And those that did allow it had to convince the courts the adoption would be in the best interest of the child.
