The indictments against Brandt and Sweitzer were thrown out and Loeb was later cleared following a trial. But Salkind said they nevertheless were saddled with high legal fees. Under the legislation the public employer would cover legal expenses in any civil action taken against a public employe by a third party. The public employers would be the state, a county, a municipality, a school district, or any municipal agencies or authorities. In a criminal matter, the protection would cover payment of "reasonable counsel fees and expenses of the proceeding, including all appeals." Those covered under the legislation would include "the holder of any full or part time, compensated or not compensated, office, position, or employment in the service of a public employer." Opponents of the measure said it would expand the rights of public employes that are subject to negotiations under employer-employe relationships prescribed by the Public Employment Relations Commission.

Monmouth- Ocean assemblymen voted for the measure except for Assemblyman John P. Doyle D- Ocean, who opposed it, and Assemblyman Gertrude Berman, D- Monmouth, who abstained. The vote on the measure was 41-13. Berman said she has been informed by state transporation officials there will not be any increased construction costs for making the sloped sidewalks. Opponents of the measure expressed a fear that the sloping sidewalks would be an open invitation to bicycle riders to ride up the ramp and harass pedestrians. But Mrs. Berman maintained the benefits from the bill for handicapped persons far outweighed any potential obstacles. She said there have been no problems with bicycle riders where the sloped sidewalks are now built.

Press State House Bureau TRENTON The Assembly has passed a measure which would require new and reconstructed sidewalks to slope at intersections to make traveling easier for persons in wheelchairs. The bill sponsored by Assemblyman Gertrude Berman, D-Monmouth, was approved yesterday by a vote of 53 to 5. It now awaits Senate action. Mrs. Berman said the legislation would enable handicapped persons to function as independently and fully as possible.
