State may want to think twice about scheduling supposedly lesser opponents.

Since the Tigers stepped up a notch in classification, from Division II to Division I-AA a year ago, Division II teams have given them the blues. After going 26-1-1 against Division II teams from 1982-86, the Tigers lost to three Division II teams last year and finished 4-6, their first losing season since 1972. Yesterday was no different as IUP, No. 4 in the NCAA Division II poll, won, 24-21. is a psychological difference," said Phil Albert, in his 17th year as Towson State coach.

Towson's Dave Meggett returned tlflj punt 30 yards, to IUP's 28, and three plays later scored on a 20-yard njjj despite strong safety Darren Cottrill hanging on his ankles.

Brian Disk's point-after made the score 24-21with 6:01 remaining. "It was take the football and bleed the clock," Indians Coach Frank Cignetti said. "We didn't care if we scored." The Indians did as instructed. They picked up first downs, four to be exact, before giving up the ball on Towson's 25 with :27 remaining. Goetz's first pass hit Mike Smith on the shoulder pads.

A holding call against IUP advanced the Tigers to the 34. As Goetz spotted a wide-open Meggett on IUP's 35, he was sacked by linebacker Bryon Whipkey and time ran out. Meggett, who had 252 all-purpose yards last week, earning him ECAC Division I-AA offensive player of the week honors, was held to 78 rushing yards, 3 receiving yards and 94 yards in returns. IUP had a chance to take a 10-0 lead into the locker room after Steve Girting's 2-yard touchdown run and a 39-yard field goal by John Sand-strom.

(Sandstrom's field goal was the 24th of his career, breaking the school record of 23 set by Kurt Bowers from 1977-80.) However, Goetz, who was 4 of 4 for 95 yards in the first half, completed a 41-yard pass to Steve Wiles and a 30-yarder to Smith before Meggett scored on a 4-yard run. Senior linebacker Kevin McMul-lan, who led IUP's defense with 13 tackles (11 solo), said coaches at IUP emphasize the importance of the first defensive play of the second half. With that in mind, it's no wonder linebacker Frank Urbaniak intercepted Goetz on the first play of the third quarter. IUP scored a few minutes later on a 22-yard pass from Pehanick to Andrew Hill. The IUP defense held Goetz on fourth-and-1 from the IUP 48 as the Indians opened up a bigger lead.

Pehanick was temporarily sidelined after tripping for the second time in the game and was replaced by sophomore Phil Kinney, who entered without having time to warm up. Didn't matter. Kinney, from Plum High School, drove the Indians to the 14 before handing off to tailback Paul Palamara, who reversed it to James Law, who ran it in the end zone. Sandstrom put IUP ahead, 24-7, with 4:51 remaining in the third period. It was after that that Towson State made its futile comeback bid.

Ashland 17 Slippery Rock 3 SLIPPERY ROCK James George scored on runs of 4 and 5 yards and Chris Brake kicked a 31-yard field goal for Ashland (2-0). Greg Paterra ran for 124 yards on 23 carries the 15th 100-yard game of his college career for Slippery Rock (1-1), but the Rockets' only points came on a 32-yard field goal by Craig Malek.
