Mr. Valenti said he wants a full Council present before a vote is taken on Point Pleasant Hospital's request for a zoning change to permit expansion of its parking facilities.

The Council voted to bill Lakewood about $700 for services of the police tactical squad during civil disturbances there in August. Some 25 bicycles found in the borough will be sold at auction. The Council set no date for the sale. That request was the only action taken by the Council last after members listened to a 50-minute attack upon Councilman Gwyn L. Dunston by Mayor MichaelJ. Valenti. Among his accusations was a claim that Mr. Dunston said last year the county would install storm drains on Beaver Dam road only if the borough installed curbing.

Mr. Valenti said last night the fact that the county is currently installing the drains without curbs was an example of Mr. Dunston's incptness. The mayor continued to criticize Mr. Dunston for authorizing engineering work on a Sunshine Harbor drainage system without the Council's approval and for his charges of misuse of funds by the Recreation Commission.

Mr. Valenti also said Mr. Dunston was inconsistent be-casue he voted against the municipal budget, saying it contained funds for pay hikes for members of the governing body, then voted in favor of paying bills which included the higher salaries. Mr. Dunston repeated his denial of the charges.

He had previously admitted he made a mistake in authorizing Borough Engineer George W. Henn to draw plans for the storm drains but denied the other claims. The state Division of Local Governemcnt is studying a report from Borough Auditor George Gorby before determining whether to probe the Recreation Commission's finances. Mr. Dunston said Mr.

Valenti was asking the county to undertake a $30 million curbing program in making the request for curbs here. But Mr. Valenti said he isn't interested In whether the county installs curbing along highways in other municipalities. He estimated the cost of curbs on Beaver Dam road at $80,000. No estimates were available for other county highways in the borough.

During his attack upon Mr. Dunston, Mr. Valenti played a tape recording of a talk by the councilman at a meeting of the Ladies Auxiliary of the Sunshine Harbor Property Owners Association. He said the tape disproved Mr. Dunston's claim that he had been unaware that Mr.

Henn was doihg engineering work in that area until the borough got a bill for the work. The mayor's action drew complaints from several auxiliary members, who said he was invading the privacy of a meeting.
