The of the Street I'reyina "the Bewitching of Checks by Chemical I'rocess. Quite a sensation was occasioned in Wall street Saturday, by the discovery that skillful operators were swindling banks with altered checks, and the success which had attended the game, as far as developed, set all the brokers in motion to inspect their accounts, no one know, ing but that he, too, might be a victim.

Mesdamcs Woodhull, Claflin brokers, No. 44 Broad street, were unwittingly made parties to the transaction, but the investigation of the affair demonstrates that their connection with the was not only perfectly legitimate, but wss not assumed until alter the observance of all the customaiy precautions in cases of doubtful checks. The details of the swindle are as follows: About half-past 11 o'clock Thursday morning, a well-dressed man, having the air of Wall street habitues, entered the office of the bewitching brokers and presented a check, drawn by Parker Til ford, on the Greenwich Hank, for gold. The firm took the check, and before cashing it sent it by one of their clerks to the Greenwich Bank to have it certified, which being done, the gold was purchased of Messrs. I tlcy and paid to the individual presenting the check.

Yesterday morning the check was protested by the Fourth National Rank, where it had been deposited, Messrs. Parker Tilford stating that they had never drawn such a check, but acknowledging the signatures to be genuine. The Greenwich Hank, deceived by the genuineness of the signatures, having certitied the check, are, of course, the anly losers by the ran auction. On Friday afternoon, about half-past one, another individual presented at the establishment of Mesdames Wowlhull Claflin a check drawn by Parker Tilford on the New York County for aC.ttMJ currency, and this wan also sent by the Arm to the altove-uamed bank to be certified before cashing it. The cashier of the New York County Bank, however, suspected that something was wrong, as the check was not drawn in the same handwriting as that of the signatures, and Messrs.

Parker Tilford always fill out their own checks. the messenger was in a hurry, the cashier certified the check in order to expedite matters if it should be found correct, and. taking the messenger with him. proceeded to the oltice of Parker Tilford. who pronounced the check to be altered from one for a less amount.

In the meantime the person presenting the check, alter waiting a short time in the establishment of Wuitlhuli Chimin, evidently suspected discovery and left, saying he would call in again for the money, but he did not return. Messrs. Parker and Tilford state that check No. 1 was original I drawn by them for torty dollars and check No. 2 was drawn for thirtylive dollars, the alteration in the body of the check having been effected by means of a well known chemical preparation for erasing ink.

The altered checks are well calculated to deceive the most careful, as was the case of the Greenwich Bank, which certified chcck No. 1, aim it was only because of the New York County Bank cashier's knowledge of the tact that Parker Tilford filled out their own checks that check No. 2 was not also certitied and paid. The detectives' theory respecting the individuals presenting the checks is that they belong to a class of men who have previously been considered respectable operators in Wall street, but becoming reduced by ill fortune have resorted to schemes of this character. They operate in gangs, to one of which both these swindlers belonged, as la shown by the fact of the in the two checks being in the same F.

Thk Prices or awd New York Tribune remarks that the general trade of New York has steadily improved since the price of gold has become more steady. Among buyers, it says, there is considerable comparison of the present and those ruling before the war; a few articles are selling as cheaply as that time, and some even cheaper, considering the price of raw material and the increased rates of duty. The Tribune says It must be remembered, however, that the cost of labor, the cost of building factories and constructing machinery, the rates of duty and the prices of raw materials are very much greater now than In 1961, and that much time must pass before these items of cost can be made to correspond with those of ante-war times, even with gold at par and specie paymeats resumed." FISHER, "7af Patents. FllffM mt li lrj. Xo ClutuUu TV Alhgei Dtfale iMr. Bailey, the late Collector of Internal Revenue in the 3d (Wall street) district. New York, whs disappeared Mill missing.

The establishments which had been seized by his order bare beeu released, and the Treasury and Internal Revenue authorities are investigating the of his office. The New York Heralaof yesterday ithe says: "No new light has been shed upon the Still nudispelled are overshadowing of darkness and doubt in which his unexplained departure from the busy and exciting that so lately knew him. but know htm no more, is involved. As very naturally might be looked for under the circumstances, a variety of conflicting rumors are afloat. Some assert that the rebrai excitcmentconsequent upon hia prosecution of the Honor of his grand wholesale raid some two I utter failure to make out a single case I thus far against any of those arraigned I U'r examination in the United States Com mLsiocers'Crnrt here turned his brain, and that, bereft of reason, he bee leit the city an Irresponsible and unconscious wanderer be knofts not where, others allege that the straw that broke tlie camel's final fatal pressure his brain ami nervous forces, destroying his mental equilibrium, was his removal from office.

Still others insist that nervous pressure and disquietude have nothing to do ith his absence. They say he is defaulter to a large amount, and fled the citv to escape the mortification of an exposure of lii-t ance. In opjnisition to it is as distinctly and proclaimed that bis accounts arc perfectly exact and correct. Such, briefly, are the coui.ter stories and statements active circulation. He was seen here as late as Wednesd iv.

Some are of the opinion that he is concealed in the city, but this opinion is very little credited. All the European steamers leaving yesterday were ly watched in of obtaining clue to him, and anything looking like an mpt at disguise was rigidlv investigated, but none of" the disguises revealed Mr. Bailey. Hiu's of suicide are tfuowu out, but no one pays attention to them. It was stated late yesterday afternoon that all the deputies and clerks lately serving under Mr.

Bailey had been suspended, and that a new set of teriipoiary deputies and clerks will be put on duty to-morrow. It is understood that General I'leasanton, the newly appointed successor of Mr. Bailey, will not assume charge of the office un.il after his confirmation, of which no doubt is expressed. Large numbers congratulated him yesterday on his appointment, and tor the position Is said to tind very general favor in the district, while publie opinion as to the removal of Bailey all runs one way. A closing biographical paragraph of the missing ex-collector will not be ill-timed, lie was born at Hopkinsville, N.

11., in and is now in liLs thirty-eighth year. In 1861 he was appointed clerk in the office of the Secretary of ae Treasury, and was subsequently made stationery clerk in the Treasury Department. Two years later he was appointed special agent of the Treasury Department in this city, and in was given the position of collector of the fourth internal revenue district in this city, which position he held until last May, on his appointment of collector of the thirty-second district. He has a wife and two children living in22d street. His wife is said to he lviug very ill of brain fever, caused by his flight," the first and only intimation of which was conveyed in a letter addressed to liis brother-in-law, Mr.

Vail, one of his principal deputies." A dispatch from New York last night savs "The assertion is made that he converted to his awn use in January, while Collector of the Fourth District, which had been collected as bonds on several hundred barrels of whisky, said to have been transported to Calfornia, but which, it is believed, were never shipI ed. Report says that Bailer left a memorandum behind acknowledging himself a defaulter. His Chief Deputy, Mr.

Childs, has been arrested, charged with implication iu the frauds, and will be examined on Monday. Mr Fliess and other merchants bad taken steps for Bailey's arrest on civil suits for malicious prosecution before it was discovered that he was missing. Solicitor of the Treasurv, is making a th. rough examination of Bailey's affairs, and rom information already received it is expected that the total defalcation will reach from to The belief is expressed that all suits commenced by Bailev against merchants in the Thirty-second District will abandoned by C.en.
