Pilot killed after flying impounded airplane THE ASSOCIATED PRESS NEWARK An unlicensed pilot with a history of psychiatric illness who flew off in his impounded airplane was killed yesterday when the plane crashed just short of an airport runway in New York, authorities said. Robert Lipani, 38, of North Arlington, was killed instantly when the single-engine Cessna 150 crashed in some woods 500 yards from Sullivan County International Airport, Bethel, N.Y., said Sullivan County Sheriff Joseph Wasser. The cause of the crash was not immediately known, and federal investigators were to be on the scene today, said Bob Fulton, a spokesman for the Federal Aviation Administration at Kennedy International Airport. The crash ended a bizarre odyssey that began the night of Jan.

20 when Lipani wreaked havoc at Morristown Municipal Airport. Lipani landed and took off twice with his plane's lights off and without communicating with the control tower, leading a federal judge in Newark to impound the aircraft, according to court papers. A flight controller compared Lipa-ni's behavior that night "to a person who turns off his automobile headlights at night, then deliberately runs red lights at a high rate of speed." Lipani was never issued a professional pilot's license, according to the complaint, and his student license expired in June 1990 along with his airman's medical certificate. After U.S. District Judge Harold Ackerman issued a temporary restraining order Feb.

11, U.S. marshals went to the Sussex Airport, impounded the plane and chained its propeller and landing gear. Two days later, Lipani called the Federal Aviation Administration and said "he was not going to let the U.S. government take his plane away," according to Anthony Winton, an FAA safety inspector. Winton said he called North Arlington police, who told him Lipani had a string of arrests for disorderly conduct, assaults and evading police officers in a motor vehicle.

"One officer informed me that Lipani was a manic-depressive who takes lithium to control his condition, and police records reveal that Lipani was committed on four occasions to the Bergen Pines Psychiatric facility," Winton said in his affidavit.
