Sum of- $200,000 Devoted to Cause of Science-Other Needs Provided For. The board of trustees of the Carnegie Institution, which was in session at the New Willard yesterday, closed its deliberations late in the afternoon, and at 8 o'clock in the evening the members were given a banquet at the hotel. The banquet was entirely informal, and there were no toasts or speeches.

Dr. Daniel C. Gilman, president of the institution, sat at one end of the table and Dr. John S. Billings, vice chairman of the board of trustees, at the dther end.

Those present drank the health of Mr. Andrew Carnegie, the founder, and at the close of the repast a telegram was sent to Mr. Carnegie expressing the congratulations and best wishes of the members of the board. The board also sent a telegram to Mr. Abram S.

Hewitt, the chairman of the board of trustees, in which the members expressed their regret at his absence, and wished for his speedy recovery from his present illness. At the business sessions of the board of trustees yesterday appropriations amounting to were made. The executive committee was authorized to appropriate $200.40) of the half a million dollars of annual income of the institution to the purposes recommended by the committee in various branches of science. The sum of $50,000 was set aside for rentals, salaries and other expenses, and $40,100 was allowed for the publication of seientific memoirs and papers. The board also voted to set aside $100,000 for a reserve fund.

Reports Submitted. Dr. Gilman, president of the institution, and Dr. Charles D. Walcott, secretary of the institution and of the board of trustees, each submitted reports on the work of the institution during the past year, but the trustees declined to make public any of the details of the institution's work, as it Is thought best to avoid Jealousies and rivalry by keeping secret the names of the scientists and institutions which are receiving the assistance of the Carnegie Institution.

Secretary Hitchcock of the Interior Department was selected to fill the vacancy on the board of trustees caused by the death of his brother, Mr. Henry Hitchcock of St. Louis. The appointment of a finance committee was agreed upon, and Messrs. Lyman J.

Gage, D. 0. Mills and Henry Higginson were named as the members of the new committee. The question of a site for the Carnegie Institution was discussed at length, but was postponed until the next annual meeting of the board. The by-laws were amended so that the annual meeting of the board hereafter will be held the second Tuesday in December, beginning with 190.

SCARCITY OF OYSTERS. Tangier Sound Stock Small and Show Slow Growth. Reports from Tangier sound, the celebrated oyster grounds of the Chesapeake, say that the oysters there this year are a failure, marketable oysters being small and few in number. Capt. Edward Tyler of the Maryland police steamer Helen Baughman, makes a statement regarding the oyster shortage, of which the following is a summary: "There are plenty of oysters in the Tangier beds, but they are too small for the market, and seem to be making but little growth.

This is true not only of the natural oyster beds, but of the cultivated oysters as well. The oyster business is becoming worse every year, and the reason for this can be found in the constantly increasing number of oyster dredgers and the steady decrease in the supply. "In past years all the beds in Maryland and Virginia were not worked at the same time, but now the season is hardly opened when every bed in Chesapeake bay, the Potomac river and elsewhere Is crowded with boats."
