indisposition but Mr Jefferson Wallace of Richmond was on hand to represent the Democrats and challenged Mr Edgar Allan Jr the Republican congressional nominee to a Joint debate A lively and vigorous discussion lasting about two hours followed in which Mr Allan attacked Captain record and Mr Wallace stoutly defended It Mr Allan read extracts from -the speeches made by Mr Wallace when that gentleman opposed Captain Lamb for the Democratic nomination two years ago to which Mr Wallcae retorted with a prompt witticism wlch brought down the house The debate though exceedingly spirited was FRIEDRICH I Prince Herbert Bismarck died yesterday morning at 10:15 o'clock Death resulted from cancer of the stomach The end was painless Herbert Nikolaus von Bismarck-Sc hon-hausen who has been called a chip of the old Bismarck block wag the eldest eon Prince Otto von Bismarck to whose title he succeeded on hie father's death in 1998 He was born In Berlin December '8 1849 and was educated at Frank- foA Berlin and Bonn taking his university degree at the latter The Franco Prussian war broke out when he was twenty-one years old and he saw active service being wounded at Mara -la -Tour and being appointed an officer on September A 1870 He began hie political career In 1873 and was attached to the missions at Munich and Dresden and later whs secretary of legation at Berne Hie father early began the training of his eluent son for whom he had the greatest affection to succeed himself and Herbert served as private secretary to the Chancellor from 1877 to 1881 He whs one of the assistant secretaries at t)ie great conference of European diplomatists at Berlin In 1878 In 1882 he was made counsellor of the German Legation In London and in 1884 served in a similar capacity at
