WEDNESDAY, NOV. 29, 1899. Iris the beginning of the end for Aguinaldo. 'OUR friend Knight of the Bamburg Herald is now a "Man with a -or, is it a Cottrell? Anyway his new press' prints a fine weekly paper. ANOTHER industry has been added to South Carolina--that of making armor breast Some people thought the dispensary system would drive away new industries but it seems to attract them.

Tar Atlanta Journal is convinced that the free silver issue is not 88 strong as in 1896. It is not likely though that the Democrats will drop it from the) platform but the antiexpansion and trust issues will predominate. THE CARE OF THE STREETS. In another column we publish a paper prepared by Mr. F.

MC. Dibble, and by him read at. the last meeting of the Improvement Society, on the sobject of "Streets and Roads," and we commend it to the careful perusal of our readers. Mr. Dibble makes a very practical suggestion relative to the care of the streets, which if adopted by the Street Committee of Council and put in operation would result in giving the city cleaner streets and better walks and driveways.

We have reference to that part of his paper where he suggests that the system of 'the Improvement Society, in the care of the parks be applied to all the streets. In other words that the city be divided up into sections and a man put in charge. of each section to look after it and keep it in order. On the principal of stitch in time," this man would be on the spot to Gill the little bole in the roadbed when it is first made, and in this way keep the road smooth and even; to repair the wash in the sidewalks after a heavy rain, to cut the weeds in the strect, Such an arrangement need not interfere, with Supt. Lambert and his force.

of hands, who would still be needed to do the heavy work required Off the streets, and to overlook these department hands. The streets of Aiken should be kept clean and clear of weeds all through the year, more especially so during the fall and winter season, when we have SO many strangers visiting and SOjourning in our city. The owners of houses in the city or their tenants should be required by the city authorities to keep clean and in good order the sidewalks along the line of their property; and the property owners in turn should exact of the city authorities the same care of the streets and roads. If this could be done, there would be no cause for complaint, Aiken would always look clean and -and would be a model for other places to pattern after. It is hoped that our City Council will take up this matter at once and act on it.

'Correspondence Journal and Review tributed bas been anything. long to since the I have JOURNAL conAND REVIEW until I expect your many readers have forgotten me. But as! been so busy with my studies till 1 have not had very much time to write for papers, I must take time to give you a few lines in order that your readers may know that lam still in the land of the living. 1 hope to be able to complete studies in this college in a few more weeks. I have been greatly benefited by coming here and taking a course in this college, and do not regret the time and money that I have spent since I have been here: I long ago recognized the fact that a young man or woman, without some sort of a collegel education stands a very poor show in the business world.

I hope the time is not very far distant when every boy and girl in the South will bave the opportunity of getting a college education. In fact the South will never be able to measure arms with the North until she makes greater efforts to educate her boys and girls. But what we need is a compulsary educational Jaw that will force fathers to send their children to school. There are so many fathers in the country districts that are perfectly willing to sit down and their children grow up. in the, grossest ignorance.

Such fathers need to be forced to educate their children, so far as they are able. Bat as not start out with the tention of writing an article on education, I will change my subject. The whole city of Macon is moorning in consequence of the death of its beloved mayor, who died yesterdny morning at 3 o'clock. Every business house in the city is closed to-day while the funeral is being conducted. which shows the high esteem in which held their mayor.
