Mr. Morgan made a speech in favor of the army bill, lie read from an old number of the 1 Boston Commrmtrsaith, which, he believed, was the organ of Charles Sumner, to show that that paper openly excused the use of military power to preserve a majority in Congress of supporters of the government's policy, lie also quoted from a letter from Gen. Grant to President Johnson, in wbtch the former expressed his hope that the use of the army would never be invoked on the eve of an election. Mr. Groome wondered if this sentiment met the views of the party now generally credited with the Intention to trust their falling fortunes to the prestige of Gen.

Grant's name and whether it was an agreeable commentary upon their present desire to retain laws by which alone could the army be used to influence elections.
