Anderson III yesterday in a special election for a two-year unexpired Borough Council term. Mrs. McNamara will fill the term vacated by Veronica Cichoski in October 1987.

Anderson has filled the seat for the past year after being appointed by Mayor Joseph Poremski. Almost 77 percent, or 4,120, of the 5,358 registered voters cast ballots. Mrs. McNamara, with 1,666 votes, received almost twice as many votes as the 904 received by Anderson. Both Anderson and Mrs.

McNamara said her victory may be a sign of residents' discontent with the Poremski administration and the recent legal dispute between the borough and the Board of Education. Republican Incumbent Elizabeth M. Rozza won re-election for a three-year term with a total of 386 votes, including 48 absentee votes.

Running on the ticket with Mrs. Rozza was Republican Stephen G. Pappayliou, 619 Bridlemere who won his first three-year term with a total of 353 votes, including 43 TINTON FALLS COUNCIL Ann Y. Atchison School. A Superior Court Judge ruled last month that the borough must approve the permits. "I think some of it had to be a-reflection of the administration's lawsuits against the Board of Education and the publicity from that," said Mrs. McNamara. Ingold, 23 Scarba who was waging a joint campaign with Howard D. White, 500 Buttermere lost to the Republican candidates with 259 votes apiece. Both candidates received 22 absentee votes each. "We're going in to work for the people of Fair Haven. There's a lot of things we'd like to change." Of the 3,616 registered voters, 2,724 voters turned out at the polls, or 75 percent. Von Arx said his defeat was a total surprise. "It will take some time to figure out what (made) the voters to do what they did," he said last night. Growth was the main issue in the borough.

Mrs. Miller and Puhlfuerst opposed subdivisions in the borough. Puhlfuerst, the owner of Puhlfuerst 3 returned may have been hurt because he was appoimea oy Poremski. But Anderson said he still believes the administration is more eriicient and better run under the present form of which was challenged this year by a group of residents. MC NAMARA Some residents proposed changing the non-partisan, strong mayor form of government approved by voters in 1985 to a partisan government in which the mayor would have less power.

Of borough's 764 registered voters, 613, or 80 percent, went to the polls. "I am happy about the outcome of election and want to thank residents for their confidence in me. I have been a dedicated public servant in Interlaken for 38 years and. want to continue the good government we have enjoyed over the years," Mrs. Rozza said last night.

Mrs. Rozza was appointed to a one-year- unexpired term last year. She is a former borough clerk and treasurer. She also is a member of the borough Republican Club and was MILLER PUHLFUERST Home Inspections, said available waterfront property could be developed instead of allowing subdivisions. The two Republicans believe redevelopment, through subdivisions, should be done as long as the town's character is retained.

The Republicans believe taxes are high, but the increase reflects increasing costs for township services that cannot be controlled. Von Arx attributed some of these services to an increase in tipping fees for garbage and residential property taxation. The Democrats believe taxes could be better controlled with more efficient management. "People were just fed up with them," Mrs. Miller said.

"They were ready for a change." Von Arx said that he wished the winners well. Township council seats Mary T. Clark was elected to the unexpired term, receiving 557 votes. She was appointed to the council in March following the death of Sarah Barnes. Mrs.

Clark is a retired librarian. As a result of the election, the Republicans will maintain a 5-tc-l majority on the council. About 77 percent, or 816 of the borough's 1,063 registered voters, went to the polls. last year, said she was glad to be reelected to another term and has enjoyed the work she has done on the council so far. Olsen had no comment on his reelection last night.

Of the borough's 2,969 registered voters, 2,198, or 74 percent, went to the polls. 1 1,376 registered voters cast ballots. Avallone, who was appointed earlier this year to fill an unexpired term on the committee, won the remainder of the unexpired term with 6,991 votes. Segal, Coachman Drive, owns Professional Promotions, an advertisingspecialties business in Free- hold. He has been on the committee 12 years. Ms. Farragher, Hall Road, is a state assemblywoman.

She has been a committeewoman six years. Ms. Avallone, Heritage Drive, is director of the Monmouth County Department of Consumer Affairs. She served on the committee from 1984 to 1986 and was appointed in April to replace John McCulloch, who resigned because of a job transfer to North Carolina. Of the township's 13,046 registered voters, 10,889, -or about 83 percent, voted.

DALE Press Shrewsbury Bureau FAIR HAVEN Two Democratic candidates defeated the Republican incumbents in yesterday's race for two Borough Council seats. Democratic challengers Janice Davis Miller, 46, and her running mate, Fred Puhlfuerst, 50, defeated Republicans Roger R. Deary, 56, and Brooks Von Arx, 50, who were running for their second terms.

Mrs. Miller received 1,589 votes and Puhlfuerst received 1,527 votes. Deary received 1,021 votes and Von Arx received 1,076 votes. The election of the two Democrats to the three-year terms ended the all-Republican makeup of the council. They will serve with the four Republicans remaining on the council.

"We can work with them," Mrs. Miller, a lawyer, said last night from GOP wins in Rumson council race Press Shrewsbury Bureau RUMSON Republican Borough Council incumbents Carolyn C. Callen and Charles S. Callman were the uncontested winners in yesterday's election-Mrs. Callen, winning her third RUMSON BOROUGH COUNCIL Carolyn C.

Callen 2,511 Charles S. Callman 2,462 three-year term, received 2,51 1 votes. "We hope to continue keeping a good government," she said last night from the Republican headquarters on River Road. Callman received 2,462 votes for his sixth three-year term. The six-member council remains all-Republican.

Of the 4,783 registered voters in the borough, 3,532, or almost 74 percent, cast ballots. Incumbents re-elected in Colts Neck Press Freehold Bureau COLTS NECK TOWNSHIP Incumbent Mayor Thomas Mc-Clintock and Committeeman Theodore J. Pearson won re-election yesterday to three-year terms on the Township Committee, defeating COLTS NECK COMMITTEE Thomas McClintock 2,417 Theodore J. Pearson 2,277 Democratic challenger Jerry Baker. Republican McClintock captured 2,417 votes, while Republican Pearson pulled in 2,277.

Baker, a late entry in the campaign, received 1,279 votes. Township officials said 3,678 of 4,980 registered voters, or almost 74 percent, went to the polls. Incumbent Ellis H. Hull, who is retired, was elected to his sixth full term with 545 votes, while Peter ALLENTOWN BOROUGH COUNCIL Mary T.

Clark 557 Ellis H. Hull 545 Peter Pantages 524 Pantages was elected to his first full term with 524 votes. Pantages, a real estate agent, was appointed earlier this year to complete an unexpired term. BRIELLE BOROUGH COUNCIL Mamie H. Moon 1,530 Wesley G.

Olsen 1,484 and Olsen received 1,484 votes. Corson, who sought re-election to the Township Committee in an uncontested race, was elected to a fifth three-year term wins fifth term; GOP retains control WALL TOWNSHIP COMMITTEE Donald T. Corson 6,558 yesterday. Corson received 6,558 votes.
