Thecit'Zins and taxpayers of tbe eountr of Shelby and the city of Mem phis, impressed with the import ance of preserving tne integrity ana credit of our city and county, aod be.

Iieving that a system of reckless ex penditore, waste and extravagance has been pursued for several years, and that retrenchment and retorm ara necessary to save us from ruin; and feeling conn dent that this result can be best ac complished by united efforts, therefore we do hereby agree to unite aod form ourselves into an organization to be called "The Citizens Union. 2 Tbe object ard purpose of this Union shall be to find out and expose all misconduct and corruption on tbe part of publio officers; to oppose, by all lawful means, the reckless administration of the affairs of tbe city and county, tbe lm. crovident expenditure of public money, and the injudicious pledging of the publio credit 3. No person shall be a member of the Union who is not a tax-payer of tbe county of Shelby or city of Memphis. 4.

The officers of this Union shall be a President, a Vice President, a Secretary, and a Treasurer, who shall be elected by ballot, each member being entitled to one vote, and a majority of all the votes cast being necessary to a choice; and these officers shall hold their respeetive offices for tbe period of one year, or nntil their successors are elected. 6. This Constitution may be amended but all amendments must be proposed at a regular meeting, and lay over nntil the next regular meeting betore being acted on, and no amendment shall be made without tbe consent of two-thirds of those nresenb 6. That twenty-five persons shall be necessary to constitute a quorum for tbe transaction oi Business. BT-LAWS 1.

Tbis Union shall hold its regular meetings on the first Saturday in every month at 3 p.m., at such place as tbe Presided may direct, and the President snail have sower to call a meeting at any time by giving notice thereof in two ot tbe cut papers. 2. There shall be four staudiug com mittees for tbe preparation of business an Executive Committee, a Committee on Finance, a Committee on Abuses and a Committee oa Remedies, to be composed of three members eacb, to be appointed by tbe resident, whose duty it shall be to investigate and report upon all matters referred to them at the uext meeting thereafter. 8. That no matter shall be discussed until it has been reported on by a committee, and all resolutions shall be referred without debate to an appropriate committee.

4. That the expenses of the Union shall be paid by an assessment on each member in proportion to his taxable property) provided that no assessment shall be greater upon any one member for one year than tbe sum of two bun dred ($200) dollars, and all other assess ments in proportion thereto, taking the taxable property of each as a basis, tbe assessment to be made by the Finance Committee and collected by the ireaa orer; and any member who faila for a longer ceriod than two months to pay his assessment shall be stricken from tbe roll. 5, The Committee on Abuses shall, without any special instruction therefor, keeo a vigilant watch on tbe acts and doings of all the public officers of tbe city and county, and that whenever tbey discover that an abuse of power and office has been or is about to be perpetrated, they shall instantly report the same to the President, wbo shall at once convene all the members of tbe standing commit tees, and if all the committees, each com mittee voting separately, can agree npon a remedy for the evil, the Executive Committee shall once prgceeq to apply the remedy; but in tbe eyenf a mcjority of either committee shall dissent, the President shall call a meeting of the Union to consider tbe same. 6. Whitesides, as soon as he recov ered from the effects of the blow, seized a large lump of coal, and with it struck Brown on the temple, making an ngly gasb, and stretching him on tbe deck senseless.

Powers, wbo built our county jail in a style creditable alike to his skill and the county's enter prise, and who is at present our County Trustee, proposes to construct iron bridges and iron roofing of every de scription, be undertakes he will execute in the best style. The roofing as constructed by him is espe cially recommended as a safeguard against disastrous fires; and we believe iron bridges are cheaper and more dura ble than any other kind.
