Health officials established a criteria in 19C8 allowing a maximum pollution count of 300 for each 100 mililiters of water tested. Four samples taken at Greens Creek ranged from a low count of 380 to a high of 7,500 for an average of 3,602. The group's Water Surveillance Committee counted fecal coliform bacteria in the tests. Dr. Miller, chairman of the committee, said the group intended to use the coliform count to measure ocean pollution, but found the bacteria ineffective.

"We're definitely going to continue sampling the ocean this will be the first such tests in the state and we'll probably have to use another type of bacteria in the tests." The committee sampled two ocean sites one in Bradley Beach and one south of the Manasquan inlet but Dr. Miller said the findings were "ineffective" because fine particles of sand in the ocean water foul testing filters. He hopes to have positive results in the Ocean tests by next month. Here's a list of the testing sites and the high and low coliform count for each site: Upper Manasquan River, 21,250 to zero; Big Brook in Marlboro Township, 1,480 to 670; Willow Brook in Hohndel Township, 1,558 to 236; Mine Brook in Colts Neck Township, 973 to 585; downstream from the sewerage treatment plant in Hazlet Township, 300 to zero; a creek south of Bell Labs, 2,200 to 520, Ramenessa Brook, 680 to 500, Hop Brook, 1,580 to 300, and Willow Brook, 1,440 to 200, all in Holmdel Township; the Navesink River opposite the sewerage treatment plant, 80 to zero, and in Blossom Cove, 180 to zero, 117 Graduate In Tiiitou Falls NEW SHREWSBURY -Diplomas were presented to 117 eighth grade students during graduation ceremonies at the Tinton Falls Regional School. KEANSBURG -The Board of Education is racing to beat the clock and avoid September split sessions in the elementary school. The Board said last night it has been investigating the possible rental of portable classroom units but still does not have state specifications for the six units needed here. Board member Thomas Kin-Ian said the units, two for the high school site and four for the elementary school, would house approximately 180 pupils. Receipt of state specifications could take more than a month, factory construction another six weeks and then the Board still would have to receive final state approval for the units on the sites, he reported. The Board is also investigating the possibility of putting a brick veneer over the painted exterior of the portable units and making them into permanent structures.

The Board hopes to lease the units at least for the 1970-71 school year and decide later whether to purchase them or not. In the meantime the Board faces split sessions unless the portable units are installed on time. The portable classrooms, used by several districts iin the county, are self-contained with their own lighting, neat and plumbing facilities. The question of Title 1 federal funds again came up when a pesron in the audience asked if a special education teacher had been hired for the 1970-71 year. Miss Dolores Pittius, elementary principal, said no one has been hired for the position and also that a speech therapist and remedial reading teacher have not yet been hired.

These positions are funded under Title 1 funds. A mother of a retarded child criticized the Board for the lack of usage of Title 1 funds saying that no remedial reading teacher was available through the 1969-70 school year. Remedial reading classes under Title 1 will be conducted this sumer. The Board last year returned approximately $27,000 to the government in Title 1 funds not used by the district. Last month the Board lis-ened to many parents complain about the lack of Title 1 project activity in the district.

The Board conceded that Title 1 programming had been neglected since Joseph Pai-umbo, administrative asist-ant, had resigned last year. The Board hired three new teachers, Juan Vasconez, Bel-mar high school Spanish, at Robert Waldron, Atlantic Highlands, 8th grade English, $10,317, and Miss Barbara Foulks, Wanamassa, high school English, $7,300. Correction ATLANTIC HIGHLANDS -The local public library has not as yet moved into the new Borough Hall from its present facilities at 1st, avenue and Ocean boulevard. Already occupying the new building are borough offices, the violations bureau, and police headquarters. The library will be located on the ground floor of the hall.

Norman Luck, 19, signed the complaint yesterday and then had his shoulder-length hair cut "so there won't be so much predjudice" when he appears in Municiapl Court to support the charges.

The 19-year-old construction worker and musician has alleged, that on June 9, Sgt. Harker threatened him with bodily hami and made a degrading remark. Mr. Luck savs he has 15 witnesses who will testify to the charges. According to Mr.

Luck, the policeman made the remarks a day after he had charged him with panhandling.
